FORD, COMMISSIONERS Minute No. 454 Washington County Commissioners Washington, PA, June 24, 1993 E 0 LL The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following a) e members being present: Commissioners Mascara, Petrosky and Ford. Also being present: E 0 cc Tina Dallatore, Chief Clerk; Kathy Emery, Assistant Solicitor; Controller Belcastro; Duane Kavka, Director of Human Services; Stephanie Parish, Secretary; Jim Jefferson, WJPA; Jon Stevens, Observer -Reporter; Kathy Thomas, Riverview Weekly; Terry Moyer of L.W. Miller Roofing; J. L. Miller of J. L. Miller & Sons Roofing; and other various bidders. Chairman Mascara called the meeting to order at approximately 1 10:05 a.m. and entertained a motion to approve Minute No. 453. written. Moved by Mr. Ford, seconded by Mr. Petrosky, approving Minute No. 453 as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Assistant Solicitor Emery recommended that the bids for the Tube Feeding Supply/Medical Program at the Washington County Health Center be rejected and readvertised. Moved by Mr. Petrosky, seconded by Mr. Ford, rejecting the bids as per above and authorizing the Chief Clerk to readvertise for bids. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with Curtis Hamilton of Avella, Pennsylvania, for the purpose of harvesting hay at Cross Creek Park. It was noted that he would provide one bale of hay to the County for every three bales harvested. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request from the Courts to approve an Agreement with Attorney Gary Gilman to provide professional legal services for the Domestic Relations Office, effective July 1, 1993, through March 1, 1994, at which time it shall continue on a month -to -month basis upon evaluation by the Courts. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing Washington County to participate in the Southwestern Pennsylvania Regional Planning Commission's proposed three-year Shared Risk Manager Program. Washington County's costs for the first year would be $5,000.00 ($1,000.00 for start-up costs and $4,000.00 for operation costs for the first year). above. Chief Clerk presented to the Board for their consideration and ratification an Arbitration Award dated May 29, 1993, relative to the Washington Court Association of Professional Employees (WCAPE) which involves the Probation Officers of Adult Probation and Juvenile Probation. The award covers the two-year period of January 1, 1993 through December 31, 1994. Moved by Mr. Petrosky, seconded by Mr. Ford, ratifying the Arbitration Award as per above. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Agreements with the following providers for the provision of classroom training, on-the-job training, GED/remedial training, and other services funded from JTPA Titles IIA, III, SPOC, Incentive, Older Workers and STEP/IIB. These programs will provide training to 482 participants and will total $1,189,039.00. The term of the agreements will be from July 1, 1993 to June 30, 1994, except for the agreement with Machine Shop Technologies which begins on June 28, 1993.
