MASCARA, METRO PETROSKY, JR., JOSEPH A FORD, COMMISSIONERS Minute No. 456 Washington County Commissioners Washington, PA, July 8, 1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; Linda Ritzer, Observer -Reporter; and Chris Enzerra, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and noted that approval of Minute No. 455 would be held in abeyance. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the bid for the Washington County Health Center East Wing and South Wing Roof Replacement be awarded to L & L Roofing of Lower Burrell, Pennsylvania, in the amount of $129,500.00. Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest bid received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with the following provider for the LMA Day Care Program for F93/94: above, Kathy Yanniello (Kathy's Day Care Center, Inc.) Washington, PA Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr, Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Drug and Alcohol Agreement with the Neighborhood Drug Awareness Corps to provide community -based drug and alcohol prevention activities for FY93J94. The amount of the Agreement will not exceed $5,000.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Drug and Alcohol Agreement as per above and authorizing the Chairman of the Board to so execute. FORD, COMMISSIONERS D E 0 U- 2� co 0 E 0 cc '41 11 �1 C� 11 11, Chief Clerk presented to the Board for their consideration and approval a recommendation to establish the following monthly charges for the new T-Hangars that are being constructed at the Airport: 10 Unit T-Hangar, interior unit - $170.00 x 6% State Tax 10 Unit T-Hangar, end unit - $175.00 x 6-% State Tax 3 Unit T-Hangar - $180.00 x 6% State Tax Moved by Mr. Petrosky, seconded by Mr. Ford, establishing the monthly charges for T-Hangars as per above. REMARKS: Commissioner Petrosky noted that these monies that will be realized in terms of the fees that are charged for the T-Hangars will be in part used to retire that portion of the 1992 bond issue in which the Commissioners allocated approximately $300,000.00 to cover the construction of the T-hangars; and these rental fees will amortize that particular debt. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation to accept a Technical Proposal submitted by McDonald Associates Engineering of Charleroi, Pennsylvania, for the 1993 National Bridge Inspection Standards (NBIS) whereby the firm will perform bridge inspections of the 120 bridges owned by Washington County. The costs, once negotiated, will be shared between the State (80t) and the County (20-% - Liquid Fuels). Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Technical Proposal as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for the following bids: 1. Cleaning of Ventilation System and Duct Work at the Washington County Health Center 2. Second Copier for the Recorder of Deeds Office 3. Enhanced 911 Telephone Customer Premise Equipment Moved by Mr. Petrosky, seconded by Mr. Ford, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following item relative to the JTPA Program: 1. Modification to the Agreement with KPMG Peat Marwick relative to the audit of the Mon Valley OIC which increases the cost from $2,500.00 to $6,775.00. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and an Addendum to the Agreement with William H. Martin, Inc., of Pittsburgh, Pennsylvania, for the collection of garbage at the Courthouse, Courthouse Square and the Jail. The purpose of the addendum is to increase the garbage pickup from four days a week to five days a week. This additional service will increase the monthly charges• as follows: Monthly New Current Increase Year One $1,155.00/month $ 924.00/month $231.00 Year Two $1,212.00/month $ 970.00/month $242.00 Year Three $1,272.00/month $1,018.00/month $254.00 Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Agreement as per above. Chief Clerk presented to the Board for their consideration and approval a Policy authorizing that any management employee who on December 31st of each year has at least thirty (30) accumulated sick days shall convert two (2) of those sick days to personal days. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Policy as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Policy stipulating that any attorney who is considered a full-time employee of the County shall not be permitted to be paid as an Arbitrator for the Court's Arbitration Program. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Policy as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously.
