FORD, COMMISSIONERS Minute No. 457 Washington County Commissioners E r Washington, PA, July 15, 1993 0 LL W The Board of Washington County Commissioners met in regular session in the co Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following Z5 21 E members being present: Commissioners Mascara, Petrosky and Ford. Also being present; 0 cc Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; 'Linda Hands, Clerk -Steno II; Controller Belcastro; Jim Jefferson, WJPA; Linda Ritzer, Observer -Reporter; Kathy Thomas, Riverview Weekly; Chris Enzerra, Herald Standard; and a representative of Pitt Chemical. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute Nos. 455 and 456. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute Nos. 455 and 456 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CITIZENS' COMMENTS There were no citizens' comments. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with the following provider for the LMA Day Care Program for F93/94; Iabove. Annette Novak (Tot Spot) Pittsburgh, PA Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Children and Youth Provider Agreement with Hermitage House for FY92/93 which increases the total contract amount from $100,000 to $120,000. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes - Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the Controller to continue to reimburse Children and Youth providers for services and/or placement costs at the established FY92/93 per them rates and/or unit costs, pending finalization of Purchase of Service Agreements for FY93/94 172 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. Chief Clerk presented to the Board for their consideration and approval a Contract with The Western Pennsylvania Conservancy in connection with the performance of a Natural Heritage Tnventory, The County's cost will be a total of $12,000 ($6,000 in 1993 and $6,000 in 1994). The Contract will terminate on March 1, 1994. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Contract as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Land Use Agreement with the Pennsylvania Army National Guard for the purpose of the National Guard continuing to utilize facilities at Mingo Creek County Park for training purposes. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Land Use Agreement as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: per above. 1. Modification to the Title II -A Agreement with Rosedale Institute in order to allow for the inclusion of one carryover student who was inadvertently omitted from the original budget. The additional funds amount to $7,930.00. 2. Modification to the SPOC Agreement with Uniontown Beauty for the purpose of adding one slot in the managerial program at an additional cost of $1,415.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the modifications as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval a L�' Grant Offer from the Pennsylvania Department of Commerce in the amount of $7,500.00 + which will be combined with "enhancement funds" under the ISTEA Program and the E 0 LL Pennsylvania Heritage Parks Program to assist in the restoration of the historic "S" Bridge located along Route dO in Buffalo Township. The total project cost is estimated M 8 at approximately $300,000.00. There is no County match required. Mary Jo Closser and Dale Watson of Children and Youth to attend a (Reimbursable) quarterly meeting of the Children and Youth Workers Association in Allison Park, Pa., on July 22, 1993 (0) 3. Angela Alampi of Aging Services to attend a CASA Conference in (Reimbursable) Pittsburgh (Monroeville), Pa., on July 28, 1993 (0) 4. Michael Namie, Deputy Controller, to attend the following; (a) AICPA Annual Conference in Washington, DC, on August 30-31, 1993; and (b) Pentamation Users Conference in Bethlehem, Pa., on September 12-15, 1993 (0) S.
