Assent being: Commissioner Ir Mascara. Also being present: Tina Dailatore, Chief Clerk; Mel Fassi, Solicitor; Linda T Hands, Clerk -Steno II; Controller Belcastro; Kathy Emery, Assistant Solicitor/Director rl of Employee Relations; Janice Urban, Assistant Director of Employee Relations; Dave Sucki., JTPA Director; Jim Jefferson, WJPA; Linda Ritter, Observer -Reporter; Chris ® Enzerra, Herald Standard; and Kathy Thomas, Riverview Weekly. Vice -Chairman Petrosky called the meeting to order at approximately 10; 10 a.m. and entertained a motion to approve Minute No. 458. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. dS8 be approved as written. Roll call vote taken: Mr. Ford - Ye;'; Mr. Petrosky - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bids for Housekeeping Supplies for the period of August 1, 1993 through July 31, 1994, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Abco, Inc., Irwin, PA AGF, Pittsburgh, PA Amso/Bionics, Pittsburgh, PA Daycon Products Company, Inc., Pittsburgh, PA Jack Frye Sales & Service, Clairton, PA Joseph Gartland, Inc., Gloucester City, NJ ® Interboro Packaging Corp., Monroe, NY Kraft Products, Mars, PA Liberty Dist., Triadelphia, WV Marstan Ind., Philadelphia, PA Morris Paper Co., Mars, PA Paper Products, Inc,, Pittsburgh, PA Pitt Chemical, Pittsburgh, PA Restoro Polish, Pittsburgh, PA West Penn Chemical, Bridgeville, PA Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids as per above; these being; the lowest responsible bids received in accordance with: speci fic ationat. Solicitor Bassi recommended that the bids for Docket Books be awarded to the following vendors based on the lowest "per lot" cost. IMR Limited, Camp Hill, PA Badzik Printing Service, Inc., Donora, PA Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids a2 per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Kitchenware Supplies continue to be tabled for review. per abovv. Moved by Mr. Ford, seconded by Mr. Petrosky, to continue to table the bids as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a proposal from John S. Milinovich and Associates of Washington, Pennsylvania, to audit the Washington -Greene MH/MR Program for FY92/93 at a cost of $20,000.00. Moved by Mr. Ford, seconded by Mr. Petrosky, accepting the proposal as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for -their consideration and approval an Agreement with A. W. Stadler of Cleveland, Ohio, for the purpose of picking up used grease and cooking oil at the Washington County Health Center at a cost of $10.00 per pickup. The total amount will not exceed $120.00 in any calendar year. above. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation from the Director of Employee Relations for the Board to renew the Agreement with Liberty Mutual Insurance Company for the large deductible workmen's compensation program for a one-year period, effective August 1, 1993, at a premium of $295,482.00. It was noted that this premium represents a 4.52W increase from last year's premium (attributable to increased payroll), but represents a significant decrease in the projected premium. Kathy Emery, Director of Employee Relations, noted that the County has been able to reduce these costs through an increased review of the claims and safety training programs, and that the County will continue its efforts towards self-insurance. She also noted that the County has experienced its lowest loss rate in the last seven years•. Moved by Mr. Ford, seconded by Mr. Petrosky, renewing the Agreement with Liberty Mutual Insurance Company as per above. Roll call vote taken; Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Electric Servlce Agreement with th West Penn Power Company for the new 911 Center which ­_ I L will be placed on a Rate 301 which is 10% lower than Rate 203. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation from the Retirement Board to accept a proposal from Comserv, Inc., of Bowie, Maryland, to audit the Retirement Fund's records against the firm's Death Information System (DIS) at a cost of $115.00 per audit for a one to two year contract. Movd by Mr. Ford, seconded by Mr. Petrosky, accepting the proposal as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. C'I-.ief Clerk presented to the Board for their consideration and approval a Grant--in-Aid Application and 'Grant Agreement to be submitted to the Pennsylvania Board of Probation and Parole in the amount of $175,215 for FY93/94. Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing submission of the Grant -in Aid Application and Grant Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel. request: (R) 1. John Ostovic and William Bardella of Maintenance to attend a RSES Refrigeration Certification Class at Western Area Vo-Tech on August 13, 1993 (R) Required Moved by Mr. Ford, seconded by Mr. Petrosky, approving the foregoing travel request and authorizing payment of all necessary expenses related thereto.
