FORD, COMMISSIONERS Minute No. 460 Washington County Commissioners Washington, PA, August 5, 1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk, Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Controller Belcastro; Dave Suski, JTPA/Maintenance Director; Brian Bark, 911 Coordinator; Floyd Laubham, Planning Commission; Don Casson and the Miss Mid -Mon Valley 1993 Pageant contestants; Linda Ritzer, Observer -Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; Kathy Thomas, Riverview Weekly; and various bidders. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 459. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 459 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented Certificates to the following Miss Mid -Mon Valley 1993 Pageant contestants as well as the reigning 1992 Miss Mid -Mon Valley Queen, Danielle Shupe: Chacoya Stanko, Leigh Ann Caldwell, Charity Chilzer, Bobbi Waggett, Renee Kramer, Jami Haurilesko, Amy Syme, Michele Petronka, Nicole Bigham, Tiffany Slavic, Samantha Mayernik, Jennifer Anderson, Allyson Huhn and Heather Shaffer. CITIZENS' COMMENTS There were no citizens' comments. 0 OLD BUSINESS Solicitor Bassi recommended that the bids for Kitchen/Ware Supplies be awarded to the following vendors for the per unit costs submitted in their bid proposals: Curran -Taylor, Inc., McMurray, PA J. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Agreements with the following providers for the LMA Day Care Program for FY93/94: Kinder Care Bethel Park, PA Magic Years McMurray, PA Rebecca Thomas Prosperity, PA Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreements as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval submission to the Pennsylvania Department of Public Welfare for the Children and Youth Program the FY93/94 Implementation Plan and Budget and the FY94/95 Needs Based Plan and Budget. ® Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Children and Youth items as per above. Chief Clerk presented to the Board for their consideration and approval a Highway Safety Program Grant Agreement with PennDOT in the amount of $136,000.00 for the period of October 1, 1993 through September 30,1994, for the Washington Regional Comprehensive Highway Safety Program. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Grant Agreement as per above and ® authorizing the Chairman of the Board to so execute and the Chief Clerk to attest the same. Motion carried unanimously. 192 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR., JOSEPH A FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval the following item relative to the JTPA Program: 1. Modification to the Agreement with On -the -Job Training Agency, Inc., from $15,545.00 to $18,545.00. This modification will permit OJT, Inc., to close out their obligations and cease operations by August 31,1993. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Modification as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation from the Director of Employee Relations authorizing participation by County employees in Casual Fridays during the month of August for a $5.00 donation to a non-profit charitable organization as follows: August 6 - Washington County Aging Services In -Home Clients August 13 - Muscular Dystrophy Association August 20 - Drug & Alcohol Agency - In -Depth Program August 27 - Children & Youth Services - C.A.P.E. Community Agencies for Parent Education September 3 - There will be no donation for this day. It will represent a fun ending to summer. Moved by Mr. Petrosky, seconded by Mr. Ford, authorizing participation by County Employees in Casual Fridays as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation authorizing participation by County employees in the United Way Day of Caring which will be held on Wednesday, September 1,1993. This involves individuals from the community, businesses and organizations spending a day volunteering at a non-profit agency. Moved by Mr. Petrosky, seconded by Mr. Ford, authorizing participation by County employees in the United Way Day of Caring as per above. Chief Clerk presented to the Board for their consideration and approval a Resolution of Support in connection with the Southwestern Pennsylvania Regional Development Council (SPRDC) expanding its membership to comply with requirements of the Economic Development Administration (EDA) and also to support the application of the Regional Development Council to the EDA for planning funds. Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the Resolution of Support as per above. The cost would be a $1.00 markup from the daily Pittsburgh Wholesale Fruit a. and Vegetable Report. It was noted that the produce for the Health Center and Jail had been bid twice and no valid bids were received; therefore, contracts have been prepared in accordance with 73 P.S. Section 1631.
