FORD, COMMISSIONERS Minute No. 461 Washington County Commissioners E 0 Washington, PA, August 19, 1993 I m The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners 0 Mascara and Petrosky. Absent being: Commissioner Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Controller Belcastro; Brian Bark, 911 Coordinator; Duane Kavka, Director of Human Services; Floyd Laubham, Planning Commission; J. Bracken Burns, Director of Emergency Services; Dr. Barry Parks, Washington County Health Center Administrator; Kathryn Vaccari, Washington County Health Center Director of Nursing; Lou Falbo, IDA Executive Director; Attorney Damon Faldowski, representing IDA; Attorney Cynthia Clarfield Hess, Cohen & Grigsby; Bob Gregg, Chairman of the World Series Tournaments, Inc.; Linda Ritzer, Observer -Reporter, Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; Kathy Thomas, Riverview Weekly; and Michael Bassi. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 460. Moved by Mr. Petrosky, seconded by Mr. Mascara, that Minute No. 460 be approved as written. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS At this time, the Board of Commissioners, in conjunction with the Washington County Industrial Development Authority, held an IDA public TEFRA hearing for the purpose of accepting public comments on the following proposed bond issue which was presented by Attorney Damon Faldowski, Representative of the Washington County Industrial Development Authority. Applicant: Beverly California Corporation Project: Issuance of refunding bonds to refund the Authority's outstanding Industrial Development Authority First Mortgage Revenue Bonds (South Hills Convalescent Center Project) Series 1980, which were issued to finance the acquisition and equipping of a 100-bed nursing home facility known as South Hills Convalescent Center and located at the Facility Location set forth below. Amount of Proposed Issuance: Not to exceed $2,045,000. Facility Location: 201 Village Drive, Canonsburg, PA 0 There were no public comments. Chairman Mascara entertained a motion to adopt a Proclamation declaring the week of August 20-27, 1993, as "Pony League Week". 0 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Bob Gregg, Chairman of the World Series Tournaments, Inc. The Commissioners presented a Certificate of Commendation to J. Bracken Burns, Director of Emergency Services, in recognition of his achievement in receiving the designation of Certified Emergency Manager by the National Coordinating Council on Emergency Management. Dr. Parks, Washington County Health Center Administrator, introduced the new Washington County Health Center Director of Nursing Kathryn Vaccari. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the bids for the Office Supplies (rebid) for the period of August 19, 1993 through April 30, 1994, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Curry Office Products, Inc., Pittsburgh, PA Mt. Lebanon Office Equipment, Mt. Lebanon, PA Sentry Business Products, North Tonawanda, NY Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bids as per above; these being the lowest "per unit cost" bids received in accordance with specifications. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the Tube Feeding Supply/Medical Program at the Washington County Health Center for the period of September 1, 1993 through August 31, 1996, be awarded to Health Care Concepts of Greensburg, Pennsylvania. Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the following bids continue to be tabled for review: 1. Nugent Glassport, PA Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Agreements as per above. Roll call vote taken: Mr. Petrosky --Yes; Mr. Mascara - Yes. Motion carried unanimously, Chief Clerk presented to the Board for their consideration and approval the following items: 1. Submission to the Pennsylvania Department of Agriculture a grant ® application for the Temporary Emergency Food Assistance Program (TEFAP) for the period of October 1,1993 through September 30,1994. The allocation will be forwarded at a later date; however, it is estimated to be $17,000.00 as in the previous year. 2. Agreement between the County and Community Action Southwest, Inc., to act as a lead agency for administering the Temporary Emergency Food Assistance Program (TEFAP) for the period of January 1, 1994 through December 31, 1994. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Grant Application and Agreement as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Contract with Diversified Health Services to perform additional services related to the new case -mix reimbursement system at the Washington County Health Center which would include development of a Certificate of Need for possible changes to various levels of nursing care. Chief Clerk presented to the Board for their consideration and approval submission to the Juvenile Court Judges' Commission a grant application in the amount of $28,064.00 for continued funding for the Specialized Aftercare and/or Intensive Probation Drug and Alcohol Services for juvenile delinquents for FY93/94. 0 Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Grant Application as per above. Chief Clerk presented to the Board for their consideration and approval an application for an allocation of County Liquid Fuel Tax Funds in the amount of $6,600.00 from Nottingham Township for Double Surface Treatment to the Chapel Hill Road located at Mingo Park. Chief Clerk presented to the Board for their consideration and approval an Agreement between the County and the Southwestern Pennsylvania Corporation whereby the Corporation would reimburse the County an amount of $9,500.00 for staff time of the Planning Department for working on transportation planning activities in connection with the FY93/94 Unified Planning Work Program. Chief Clerk presented to the Board for their consideration and approval a request from the Director of Administration to authorize the soliciting of proposals for office space for the following three (3) district justices offices: M.D. #27-3-7 - Burgettstown M.D. #27-3-9 - Washington M.D. #27-3-10 - Claysville Moved by Mr. Petrosky, seconded by Mr. Mascara, authorizing the soliciting of proposals as per above. Chief Clerk presented to the Board for their consideration and approval submission to the Pennsylvania Department of Corrections a Document of Grant for reimbursement for jail construction funds for the period of December 21,1989 through December 31,1992. The Grant Award is in the amount of $107,963.00. This amount represents approximately 33 percent of 50 percent of the total costs ($648,799.00) which have been expended.
