Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to
approve Minute No. 461.
Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 460 be approved as written.

SPECIAL ORDER OF BUSINESS
Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution to revise the Fiscal Year 1992 and Fiscal Year 1993 HOME Program
Descriptions.
Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the Resolution as per above.

Solicitor Bassi recommended that the bid for the CPE Equipment for the 911 Communications Center
be awarded to Motorola Communication and Electronics, Inc., of Pittsburgh, Pennsylvania, as follows:

Solicitor Bassi recommended that the bids for the Copiers for the Recorder of Deeds be awarded as

REMARKS: It was noted that the low bid submitted by VanDyk Business Systems did not meet the
requirements of the office as it will not copy the large bound books as required by the
bid specifications.

Slagle's Business Machines, Inc., of Washington, Pennsylvania, in the amount of
$3,920.00 (Mita DC-3055)

lowest responsible bids received in accordance with specifications.

Solicitor Bassi recommended that the bid for Election Tabulating Equipment be awarded to Business
Records Corporation of Cincinnati, Ohio, for Category "A" which consists of the hardware and software
essential for ballot tabulation based on the "per unit" cost, not to exceed $76,477.00. All hardware is fully
warranted for one year. The hardware maintenance would become effective at the end of this warranty
period at 12 percent of the hardware purchase price (not to exceed $5,869.00 the first year). The annual
software license fee after the first year would be $3,900.00.

Chief Clerk presented to the Board for their consideration and approval an Inventory and Inspection
Reimbursement Agreement for Federal Aid Highway Projects with the Pennsylvania Department of
Transportation which provides for reimbursement from the State to the County the maximum amount of
$76,996.20 (80%) for the Bridge Inventory and Inspection Program.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Inventory and Inspection
Reimbursement Agreement with the Pennsylvania Department of Transportation as per above and that the
County of Washington has the funds and will make them available for its share of the project costs
($19,249.05 or 20%); said motion also authorizes the Chairman of the Board to execute the Agreement and the
Chief Clerk to attest to same.

Chief Clerk presented to the Board for their consideration and approval renewal of the Lease
Agreement between the County and the U.S. Department of the Army for the County to lease from the State
approximately 12.17 acres at Ten Mile Park. This renewal is for twenty-five years, effective July 1, 1993
through June 30, 2018. There are no costs involved.

Chief Clerk presented to the Board for their consideration and approval a Memorandum of
Understanding between the County and Sarah Cunningham of West Elizabeth, Pennsylvania, for property
located in Union Township on Sugar Run and Mingo Creek Roads. Ms. Cunningham has requested
permission from the County to install an underground natural gas line to service her proposed residence.

Chief Clerk presented to the Board for their consideration and approval a request to authorize
expenditures for the Highway Safety Program to hire a consultant (Elvis and the Lawman) from San
Francisco, California, to perform at the SADD Conference that will be held at California University on
October 11, 1993, as well as the Governor's Highway Safety Conference on October 9,1993, in Harrisburg.
The consultant will conduct workshops on teen driving/drinking and safe driving practices. The estimated
cost will be approximately $1,200.00 for airfare, hotel expenses and per diem costs which will be payable
from grant funds.
Moved by Mr. Ford, seconded by Mr. Petrosky, authorizing expenditures for the Highway Safety
Program as per above.

Prison Board to increase the monthly rate for the jail physicians from $1,400.00 to $1,800.00 per month,
effective September 1, 1993, and authorizing Agreements with the following physicians in the amount of
$600.00 per month each, effective September 1, 1993:

Chief Clerk presented to the Board for their consideration and approval an Amendment to the FY92/93
Human Services Development Fund Pre -Expenditure Plan. The Amendment provides for an allocation of
$24,000 to the Mental Retardation Program to provide Community Residential Services. The Amendment
does not change the original total allocation of $62,000.00.
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Human Services Development Fund
Amended Pre -Expenditure Plan as per above.

Chief Clerk presented to the Board for their consideration and approval a request to submit to the
Department of Public Welfare the Children and Youth Title IV-E Independent Living Grant Proposal in the
total amount of $100,854.00. This grant application does not require any local funds.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Children and Youth Title IV-E
Independent Living Grant Proposal as per above.

Chief Clerk presented to the Board for their consideration and approval the following items relative to
the JTPA Program:
1. Modification to the Agreement with Pittsburgh Beauty Academy to allow
for the addition of one (1) slot. However, there is no additional cost
involved.
2. Modification to the Agreement with Bureau of Employment Services and
Training to increase the Title III 40% funds by $45,000.00 (from $83,935.00
to $128,935.00). This will increase State needs based payments funds for
dislocated workers in Title III.
3. Modification to the Agreement with Bureau of Employment Services and
Training for the Title II-B Summer Program to allow for the incorporation
of $160,779.00 of supplemental funds to provide for the extension of the
program from eight weeks to fourteen weeks. This extension will allow
approximately 150 out -of -school participants extend their work experience.
