m The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners

Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk, Mel Bassi, Solicitor;
Stephanie Parish, Secretary; Deputy Controller Namie; Brian Bark, 911 Coordinator; Duane Kavka, Director
of Human Services; Linda Ritzer, Observer -Reporter; Shawn Twardy, WJPA; Chris Enzerra, Herald Standard;

Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to
approve Minute No. 462.
Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 462 be approved as written.

OLD BUSINESS
Solicitor Bassi recommended that the bid for the Enhanced 911 Telephone Base Stations & Antenna
Systems be awarded to Ericsson GE Mobile Communications, Inc., of McMurray, Pennsylvania. The total
cost for the equipment, installation and system maintenance for the first year would be $209,018.00.
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the lowest
bid received in accordance with specifications.

Solicitor Bassi recommended that the bid for the Enhanced 911 Telephone Radio Consoles be awarded
to Orbacom Systems, Inc., of Cinniminson, New Jersey. The total cost for the equipment, installation and
system maintenance for the first year would be $255,893.65. The cost of maintenance for the second year
would be $8,100.00 making the total amount $263,993.65.
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the lowest
40 bid received in accordance with specifications.

awarded to United Safety Services, Inc., of Carnegie, Pennsylvania, in the amount of $17,395.00.
Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the lowest
bid received in accordance with specifications.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval Contract Addendums for
providers for the Children and Youth Program for FY92/93 to increase the contract authorization amounts as
follows:
Adelphoi Village, Inc. - from $900,000.00 to $925,000.00
AGAPE, Inc. - from $150,000.00 to $165,000.00
Try -Again Homes (Independent Living Program) - from $52,400.00 to $72,500.00
Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Contract Addendums as per above.

Chief Clerk presented to the Board for their consideration and approval an Agreement with
Community Action Southwest, Inc., to provide Emergency Shelter services under the HUD Grant Program in
the amount of $8,716.71. This is the remaining balance of the FY92/93 HUD Grant which was transferred
from the Washington County Housing Authority to Community Action Southwest, Inc. The grant period is
July 1, 1993 through February 28, 1994.

Chief Clerk presented to the Board for their consideration and approval a Right -of -Way Agreement
between the County, North Strabane Township and David Westwater of Canonsburg, Pennsylvania, which
grants the County and North Strabane Township conditional use of David Westwater's property in
connection with a stream project in Chartiers Township.

with West Penn Power to provide electric service to the new Justice Center.

Chief Clerk presented to the Board for their consideration and approval an Engineering Agreement
with L. Robert Kimball & Associates, Inc., in connection with Phase II - Feasibility Study for an End -Fire
Glide Slope System at the Washington County Airport. The total cost is $25,100.00 of which the County's
share (5%) would be $1,255.00.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Engineering Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval an Aviation Transportation
Assistance Capital Grant Agreement with PennDOT, Bureau of Aviation, which provides for reimbursement
from the State to the County the maximum amount of $672,500 for State Project No. AFJ-188-93-1 for
construction of new T-Hangars at the Washington County Airport.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Aviation Transportation Assistance
Capital Grant Agreement as per above and that the County of Washington has the funds and will make
them available for its share of the project costs ($134,500); said motion also authorizes the Chairman of the
Board to execute the Agreement and the Chief Clerk to attest to same.

Chief Clerk presented to the Board for their consideration an approval an Aviation Transportation

thirteen (13) new T-Hangars that have been constructed at the Washington County Airport as follows:

3 T-Hangars @ $175.00 per month
2 T-Hangars @ $180.00 per month

Chief Clerk presented to the Board for their consideration and approval submission to the
Pennsylvania Emergency Management Agency the Annual Statement of Work for the Washington County
Emergency Management Agency for federal fiscal year 1994.

Annual Statement of Work as per above.

Chief Clerk presented to the Board for their consideration and approval a recommendation to rescind
the action that the Board took on July 22,1993 (Minute No. 458) relative to a Lease Renewal with North
Strabane Township for District Justice Mavrich's office and authorize a three-year renewal, effective
August 1, 1993, at $800.00 a month.
Moved by Mr. Petrosky, seconded by Mr. Ford, to rescind the action as per above and authorize a
three-year Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval a Proposal submitted by Air
Quality Services, Inc., of Pittsburgh, Pennsylvania, for the purpose of collecting and culturing samples for

extension would be through March 31,1994.

Chief Clerk presented to the Board for their consideration and approval the following item relative to
the JTPA Program:
1. Lease Agreement with John and Robert Cupper for office space at 562 McKean
Avenue, Donora, Pennsylvania, which will be used as an Applicant Service
Center. The cost would be $600.00 per month plus utilities, effective September 1,
1993.
