FORD, COMMISSIONERS Minute No. 464 Washington County Commissioners 0 Washington, PA, September 9, 1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda Hands, Clerk -Steno II; Controller Belcastro; Duane Kavka, Director of Human Services; Floyd Laubham, Planning Commission; Jim Little, Director of the Washington City Mission, Inc.; Jim Aiello, Regional Program Director of the Gateway Rehabilitation Center; Linda Ritzer, Observer -Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; Kathy Thomas, Riverview Weekly; and an interested bidder. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 463. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 463 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Petrosky read a Proclamation recognizing the Washington City Mission, Inc., and its celebration of service of its one millionth meal to the homeless. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Jim Little, Director of the Washington City 0 Mission, Inc. Commissioner Mascara entertained a motion to adopt a Proclamation declaring September 10, 1993, as "Freedom Friday", which is being sponsored by the Coalition of Addictive Diseases in Southwestern Pennsylvania. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Jim Aiello, Regional Program Director of the Gateway Rehabilitation Center. OLD BUSINESS Solicitor Bassi recommended that the bids for Food and Staples for the Washington County Health Center and the Jail for the period of October 1, 1993 through September 30,1994, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Bernard Food Industries, Evanston, IL Carl Colteryahn Dairy, Pittsburgh, PA Cameron Coca-Cola, Houston, PA Kraft Foods, Freedom, PA Paper Products, Pittsburgh, PA Schaller's Bakery, Greensburg, PA Shane Meat Company, Kennett Square, PA Deaktor/Sysco, Harmony, PA Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest "per unit cost" bids received in accordance with specifications. REMARKS: It was noted that the bread products were awarded to Schaller's Bakery, being the lowest bid in total. All other items were awarded to vendors based on the lowest "per unit" costs. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the following bid continue to be tabled for review: 1. Sweeper/Snow Blower for the Washington County Airport Moved by Mr. Ford, seconded by Mr. Petrosky, to continue to table the bid as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with the following provider for the LMA Day,Care Program for FY93/94: Over The Rainbow Dunlevy, PA Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 226 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR , JOSEPH A FORD, COMMISSIONERS it Chief Clerk presented to the Board for their consideration and approval the following item relative to the JTPA Program: 1. Lease Agreement with Millcraft Industries for office space for the JTPA Resource Center for the three-year period commencing October 1, 1993 through September 30, 1996. The cost per square foot is $11.00 for 2,485 square feet. The annual rental amount is $27,335.00 (or $2,277.91 per month). Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Lease Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution approving the "World Trade Center - Pittsburgh" as an association/organization concerned with governmental affairs in accordance with Section 446 of The County Code. Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Utility Cost Cutters of Ellwood City, Pennsylvania, for the purpose of auditing the rate schedules of the utility bills for all the County -owned facilities. The cost for the service would be a 50% reimbursement of any savings returned by the utilities to the County. If there are no savings returned, the company would charge 1/10% of the County's total utility bills not to exceed $1,000.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 0 Chief Clerk presented to the Board for their consideration and approval an Agreement with Telecom Services Company of Scranton, Pennsylvania, for the purpose of auditing the rate schedules of communication bills for all the County -owned facilities. The cost for the service would be a 50% reimbursement of any saving returned by the communication companies to the County. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. FORD, COMMISSIONERS 0 m E v E 0 Ir 11 P E E Chief Clerk presented to the Board for their consideration and approval an Agreement with Cellular One of Pittsburgh, Pennsylvania, for the purpose of providing air time for three (3) new cellular phones for the District Attorney's Drug Enforcement Program. This purchase was approved in the 1992/93 grant for additional task force members. The base monthly rate is $15.95 per phone plus $.36 per minute peak time and $.16 per minute off peak. (One will be an installed car phone; and the other two will be transportable phones.) Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board, for their consideration and approval a five-year Site Sublease Agreement with Pittsburgh Cellular One Telephone Company for a radio tower site to be located in Smith Township. The rental cost would be $1.00 per year. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Site Sublease Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration an approval a Laboratory Services Agreement with Roche Biomedical Laboratories of Burlington, North Carolina, for parentage testing services for the Domestic Relations Office. The County currently has an Agreement that provides for blood testing at $80.00 per person and $100.00 for DNA testing. This new Agreement would include the DNA testing in the original blood test at a cost of $80.00 per person. Therefore, the County should experience a savings for these laboratory costs. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Domestic Relations Office Laboratory Services Agreement as per above. Tracy Holsopple, Toni Sabo and Cathi Kresh of LMA Day Care to attend the Statewide (Reimbursable) Local Management Agency (LMA) Conference on "Refining the Parent -Choice System" sponsored by the Department of Public Welfare in Carlisle, Pa., on October 20-22, 1993 (R) 2. Cathi Kresh and Jan Kujawa of LMA Day Care to attend the Pennsylvania Association (Reimbursable) of Child Care Agencies (PACCA) Conference in Harrisburg, Pa., on October 14-15, 1993 (R) 3. Stan Rockovich, Director of Adult Probation, to attend Intermediate Punishment (Reimbursable) Statewide Policy Development Meetings in Harrisburg, Pa., on September 14-15, 1993 (0) 7.
