MASCARA, METRO PETROSKY, JR , JOSEPH A FORD, COMMISSIONERS Minute No. 465 Washington County Commissioners Washington, PA, September 16, 1993 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor, Kathy Emery, Assistant Solicitor/Director of Employee Relations; Linda Hands, Clerk -Steno II; Controller Belcastro; Linda Ritzer, Observer -Reporter; Jim Jefferson, WJPA; and Kathy Thomas, Riverview Weekly. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 464. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 464 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the bid for the Sweeper/Snow Blower for the Washington County Airport be awarded to Sweepster Jenkins Equipment Company, Inc., of Dexter, Michigan, in the amount of $79,200.00. It was noted that this expenditure has been approved by the FAA. Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above; this being the only bid received in accordance with specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Playground Equipment for the Washington County Parks be awarded to the following vendors for the per unit costs submitted in their bid proposals: 1. U. S. Municipal Supply, Inc., Huntingdon, PA Total based on estimated quantity - $4,596.10 2. Pete Jeffrey & Associates, Inc., Indianola, PA Total based on estimated quantity - $23,776.00 3. Ken J. Barrick Company, Monroeville, PA Total based on estimated quantity - $919.00 Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above; these being the lowest "per unit cost" bids received in accordance with specifications. REMARKS: It was noted that Items #1 and #13 required a wood structure and the low bid, Ken Barrick, did not bid wood and also the size of Item #1 will not conform to the intended site. Therefore, Items #1 and #13 were awarded to the second low bidder, Pete Jeffrey & Associates, Inc. Solicitor Bassi recommended that the bids for Meat for the months of October and November be awarded to the following vendors for the per unit costs submitted in their bid proposals: Meat: Green Valley Packing Company, Claysville, PA Kraft/Behrhorst, Freedom, PA Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. REMARKS: It was recommended that the Board of County Commissioners not accept the bid from Shane Meat Company of Kennett Square, Pennsylvania, until they can assure the County that they have corrected their problems. This vendor has been consistently irresponsible in meeting the specifications of the bid, causing many problems with menu preparations. Therefore, the above bids were awarded to the lowest most responsible vendors meeting the specifications. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Right -of -Way Agreement with Bell of Pennsylvania for the installation of underground cables for the new park office that is being constructed at Mingo Creek Park. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Right -of -Way Agreement as per above. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a National Emergency Police Frequency Agreement between the County and the Pennsylvania State Police in connection with the 911 Center. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the National Emergency Police Frequency Agreement as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Agreement with Stablein's Wholesale and Polar Water to provide water and a cooler to the Donora Office. The contract term is from August 26, 1993 to August 25, 1994. Revise action taken at the meeting on July 22, 1993, whereby the Board had authorized the JTPA Agency to enter into Agreements for on-the-job training that would not exceed 499 hours or $10,000.00 total contract amount for FY93/94 and increase that authorization for agreements that do not exceed 1,040 hours or $10,000.00 total contract amount. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the JTPA items as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Terri Rae Bartosh of Highway Safety to attend the annual DUI Conference at Seven (Reimbursable) Springs on November 9-11, 1993 (0) 3. Terri Rae Bartosh and Colleen Martos of Highway Safety to attend the Governor's (Reimbursable) Highway Safety Conference in Carlisle, Pa., on October 8, 1993 (0) 4. Gail Abercrombie of Human Services to attend the Juvenile Court Day Program (Reimbursable) sponsored by the Juvenile Probation Department at the Holiday Inn, Meadow Lands, on October 1, 1993 (0) 5. Gail Abercrombie of Human Services to attend a workshop entitled "Celebrate the (Reimbursable) Family 1993" sponsored by Fayette County in Uniontown, Pa., on October 20, 1993 (0) 6. George Krcelich of Human Services to attend the PACHSA Fall Meeting in Wellsboro, (Reimbursable) Pa., on September 22-24, 1993 (0) 7. George Krcelich of Human Services to attend the annual Fall Conference for Social (Reimbursable) Workers and Human Services Personnel in Uniontown, Pa., on October 8, 1993 (0) 8. Debbi Petras, Sarah Terpin, Angela Alampi a, Debbie DeStefano, Mary Sape and Helen (Reimbursable) Barantovich of Aging Services to attend a training program for Subcontractor Cooks sponsored by the Southwestern Pennsylvania Area Agency on Aging, Inc., at the Mon Valley Community Health Center on October 6, 1993 (R) 9. John Patrick of Children and Youth to attend a workshop entitled "Promoting (Reimbursable) Attachment in Adoption and Foster Care" in Warrendale, Pa., on September 22-23, 1993 (R) 10. Nicholas R. Davidson and George Winter of Juvenile Probation to attend a seminar on (Reimbursable) "Managing Cultural Diversity" sponsored by the Juvenile Court Judges Commission in Harrisburg, Pa., on November 9-10, 1993 (R) 11. Agreement with Diversified Evaluation Company (DEC) of Pittsburgh, Pennsylvania, relative to a tax assessment appeal of Union Electric Steel Corporation. The cost of the appraisal is $2,500.00 which will be pro -rated between the County and school district. 2. Agreement with Donald E. York of York Realty, Washington, Pennsylvania, relative to a tax assessment appeal of Integra Financial Corporation. The cost of the appraisal is $1,000.00 which will be pro -rated between the County, school district and municipality. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Appraisal Agreements as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
