FORD, COMMISSIONERS Minute No. 466 Washington County Commissioners E 0 Washington, PA, September 23, 1993 m The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners O 1c Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; a Stephanie Parish, Secretary; Controller Belcastro; Duane Kavka, Director of Human Services; Roland Bourke, Executive Director, Redevelopment Authority; Lew Villotti and Floyd Laubham, Planning Commission; Linda Ritzer, Observer -Reporter; Jim Jefferson, WJPA; Chris Enzerra, Herald Standard; Kathy Thomas, Riverview Weekly; George Stewart and Al Baker, interested citizens. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 465. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 465 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr, Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution authorizing the filing of an application for funds with the Department of Community Affairs, Commonwealth of Pennsylvania, in connection with the County -Wide Homeowners Rehabilitation Project and entering into a Cooperation Agreement with the Redevelopment Authority of the County of Washington. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CITIZENS' COMMENTS There were no citizens' comments. CORRESPONDENCE Chief Clerk made available to the news media a News Release relative to the following project: 1. Contract Awards - Housing Authority Public Housing Program at Jollick Manor/Crumrine Tower NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Addendum to the Contract with Community Care for the provision of nursing services at the Washington County Health Center on an as -needed basis. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Contract as per Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Children and Youth Contract Addendums with the following providers: 1. Contract Addendum with Washington Communities Mental Health/ Mental Retardation Center, Inc., for the provision of treatment services. This Addendum increases the Contract Authorization amount from $30,000.00 to $37,500.00 and extends the term of the Contract through December 31, 1993. 2. Contract Addendum with C.A.R.E. Center, Inc., Rape Crisis Center, Special Assault Program, for the provision of treatment services. This Addendum increases the Contract Authorization Amount from $60,000.00 to $75,000.00 and extends the term of the Contract through December 31, 1993. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Children and Youth Contract Addendums as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Washington City Mission to provide Homeless Assistance Case Management Services under the Human Services Development Fund in the amount of $8,000.00 for FY93/94. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution approving The Pennsylvania Association of Senior Centers as an association/organization concerned with governmental v cc affairs in accordance with Section 446 of The County Code. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Resolution. a Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Recommendation that the Board rescind the action taken on September 9, 1993, whereby the Board had authorized an Agreement with Millcraft Industries for office space for the JTPA Resource Center and authorize the soliciting of proposals for office space. 2. Extension of the present Lease Agreement with Millcraft Industries for the Summer Youth Employment Program for one month (from September 30, 1993 to October 31, 1993). Moved by Mr. Petrosky, seconded by Mr. Ford, approving the JTPA items as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board their consideration and approval a Resolution authorizing the Office of Employee Relations to impose and collect a two percent (2%) administrative fee on all premiums paid by persons purchasing health insurance coverage through the County or paid by related agencies through the County. This is in compliance with the Consolidated Omnibus Budget Reconciliation Act (C.O.B.R.A). Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Revised Pensioners Health Insurance Policy which would allow an under age 65 pensioner to include family coverage at his/her own expense. Chief Clerk presented to the Board for their consideration and approval submission to the Pennsylvania Commission on Crime and Delinquency a Grant Application for continuation of the Crime Victim/Witness Assistance Program for the year 1994. The Grant is in the amount of $40,939.00 and there is no County match required for this program. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Grant Application as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. (Kathy Thomas, Riverview Weekly, entered the meeting). Chief Clerk presented to the Board for their consideration and approval a Federal Aviation Administration (FAA) Grant Offer that provides for reimbursement of Federal funds in the amount of $72,180.00 for the purchase of a sweeper/snow broom for the Airport. The County's and the State's share is each five percent (5%) or $4,010.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the FAA Grant Offer as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Grant Award from the Pennsylvania State Police in the amount of $16,626.12, representing third -year Federal funding for the Drug/Narcotic Task Force Program for the period of October 1, 1993 through September 30,1994. The County's share is $49,878.38. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Grant Award as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0)1. John K. Abraham of the Crime Victim/Witness Assistance Program to attend a regional (Reimbursable) training program on "Crime Victim Compensation from Assistance to Awards" in Indiana, Pa., on September 23, 1993 (0) 2. Captain Robert Valentine and Counselor David Talpas of the Washington County Prison to attend a seminar on "Pennsylvania's Jails and the Mentally Ill" sponsored by the Department of Public Welfare, Office of Mental Health and the University of Pittsburgh Medical Center in Pittsburgh, Pa., on December 16, 1993 (R) 3. ANNOUNCEMENTS Chief Clerk announced that the Commissioners' Agenda Meeting scheduled for Wednesday, September 29, 1993, has been rescheduled to Tuesday, September 28, 1993, at 10:00 a.m. SOLICITOR Solicitor Bassi presented to the Board for their consideration and approval an Addendum to the Agreement with Attorney Ray Amatangelo relative to the case of Ody Dickey vs. Washington County (No. 92-4177). The Addendum provides for additional legal services at the -appellate level at compensation not to exceed $2,500.00 plus expenses. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Senator J. Barry Stout presented a check in the amount of $7,500.00 to the Commissioners which represented one-half of a $15,000.00 DCA grant in connection with the Natural Heritage Inventory being conducted by the Western Pennsylvania Conservancy.
