Washington County Commissioners
Washington, PA, September 30, 1993
The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Mel Bassi, Solicitor; Linda
Hands, Clerk -Steno II; Floyd Laubham, Planning Commission; Dennis Strosko of The Bradley House;
Marlene Luketich Kochis, Assistant Director of Planning; Joan Jessen, Representative of the Earth Day
Coalition; Launa Haney Post, Conservation District; Barbara Webb of the Southwestern Pennsylvania Energy is
Center; Linda Ritzer, Observer -Reporter; Jim Jefferson, WJPA; and Chris Enzerra, Herald Standard.
Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to
approve Minute No. 466.
Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 466 be approved as written.

Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Commissioner Mascara entertained a motion to adopt a Proclamation proclaiming the month of
October,1993, as Thysical Therapy Month".
Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Dennis Strosko of The Bradley House who 0
requested the Commissioners' support of H.B. 1531 which would allow physical therapists in the state of
Pennsylvania to practice without a referral from a physician which he believes would help physical
therapists to provide better and less expensive healthcare.
Commissioner Mascara entertained a motion to adopt a Proclamation proclaiming the month of
October,1993, as "Washington County Recycling Month".
Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation.

The Commissioners presented the Proclamation to Joan Jessen, Representative of the Earth Day
Coalition, who made some brief comments. Marlene Luketich Kochis, Assistant Director of Planning, stated
that Washington and Allegheny Counties are co -sponsoring a newspaper and magazine recycling drive on
September 26 and October 2 at various locations which will be supported by BFI Waste Systems, Chambers
Development Company, Inc., Tri Valley Waste Systems and Waste Management of Pittsburgh.
(Kathy Thomas, Riverview Weekly, entered the meeting).
CITIZENS' COMMENTS
There were no citizens' comments.
CORRESPONDENCE
Chairman Mascara noted that he would be executing the Statement of Responsibility contained in the
Certificate of Need (CON) application for the proposed 50-bed expansion of the Washington County Health
Center as prepared by Diversified Health Services which requires a check made payable to the
Commonwealth of Pennsylvania in the amount of $5,993.00.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an Agreement with the
Southwestern Pennsylvania Area Agency on Aging for the OPTIONS Level II Service Program for FY93/94.
This is the second year of this program which allows nursing home eligible residents the option to receive
the following services at home: home support, personal care, nursing services, occupational therapy,
physical therapy, speech therapy and home -health aide.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval a Children and Youth
Contract Addendum with the following provider:
1. Contract Addendum with Allencrest Juvenile Detention Center, Inc.,
for the provision of detention services. This Addendum increases the
Contract Authorization Amount from $100,M.00 to $170,000.00 and
extends the term of the Contract from July 1,1993 through June 30,1994.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Children and Youth Contract
Addendum as per above.

Chief Clerk presented to the Board for their consideration and approval Agreements with twenty-two
(22) providers of Drug and Alcohol Halfway House services located across the state. The State Office of
Drug and Alcohol Programs directly reimburses ninety percent (90%) of a Halfway House provider's costs

Chief Clerk presented to the Board for their consideration and approval an Engineering Agreement
between the County and McDonald Associates for the inspection and inventory of the bridges located in
Washington County. The maximum cost is $96,545.25 which will be shared between the State (80%) and the
County (20% - Liquid Fuel Funds).
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Engineering Agreement as per above
and authorizing the Chairman of the Board to so execute.

Grant Application to be submitted to the Department of Community Affairs for a Recreational Improvement

through the Highway Safety Program for Superintendent Jim Brice of the Donora Police Department to be
reimbursed expenses to attend and conduct a workshop at the Governor's Highway Safety Award
Conference in Harrisburg, Pennsylvania, on October 8,1993.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Highway Safety Program Mini -Grant
Application as per above.

Chief Clerk presented to the Board for their consideration and approval for submission to the
Pennsylvania Commission on Crime on Delinquency (PCCD) an application for the third -year funding for
the electronic monitoringthome detention program for calendar year 1994. The total project cost is $84,834.00
with the County's share being $63,626.00 (75%) and the State's share of $21,208.00 (25%).
