FORD, COMMISSIONERS Minute No. 482 Washington County Commissioners Washington, PA, April 21,1994 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Stephanie Parish, Secretary; Solicitor Bassi; Linda Hands, Clerk -Steno II; Controller Belcastro; Kathy Emery, Assistant Solicitor/Director of Employee Relations; Mary Helicke, Executive Secretary; Duane Kavka, Director of Human Services; Jan Kujawa, LMA Day Care; Joan Enz-Doerschner, Nancy Reeger and Patti Barnes of the Washington County Day Care Consortium; Bonnie Pattison-Lynch, Deputy Recorder of Deeds; Floyd Laubham, Planning Commission; Kris Schiffbauer, Herald - Standard; Joe Smydo, Observer -Reporter; Kathy Thomas, The Valley Independent; Darrell Sapp, Pittsburgh Post -Gazette; and various bidders. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 481. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 481 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Mascara entertained a motion to adopt a Proclamation proclaiming the week of April 17-23, 1994, as 'Week of the Young Child". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Jan Kujawa of LMA Day Care. (The meeting recessed briefly for the purpose of taking pictures.) CITIZENS' COMMENTS There were no citizens' comments. (Jim Jefferson of WJPA entered the meeting.) OLD BUSINESS Solicitor Bassi recommended that the bids for Meat for the months of May, June and July,1994, be 9 awarded to the following vendors for the per unit costs submitted in their bid proposals: Green Valley Packing Company, Claysville, PA Kraft Foods, Freedom, PA Shane Meat Company, Kennett Square, PA MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR , JOSEPH A FORD, COMMISSIONERS ® Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bids as per above; these being the lowest "per unit cost" bids received in accordance with specifications. 0 REMARKS: It was noted that all bids have been awarded based on the lowest per unit cost. However, UItem #3 - Beef Cubes - was awarded to Green Valley, second low bidder. Low bidder, Shane Meat Company, has not met the specs, has provided beef cubes with 30% fat and the specs state co must be free of fat. Solicitor Bassi recommended that the bid for the Courthouse Roofing Repairs be awarded to L. W. Miller Roofing, Inc., of Washington, Pennsylvania, in the total amount of $24,750.00. Moved by Mr. Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the following bids continue to be tabled for review: 1. Communications Equipment for 9-1-1 Center 2. Office Supplies Moved by Mr. Ford, seconded by Mr. Petrosky, to continue to table the bids as per above. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the T-Hangar Rehabilitation be rejected. Moved by Mr. Petrosky, seconded by Mr. Ford, to reject the bids as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Ms. Parish made available to the news media a News Release relative to the following project: 1. Pennsylvania Department of Community Affairs (DCA) Housing Rehabilitation Assistance Grant NEW BUSINESS ® Ms. Parish presented to the Board for their consideration and approval submission of the County's final revised FY93/94 Emergency Shelter Pre -Expenditure Plan to the Department of Public Welfare. The revised allocation is in the amount of $38,032.00, which will result in a reduction of $142.00. Ms. Parish presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Public Welfare for the purpose of operating the Local Management Agency - Washington County Day Care Services. The FY94195 contract amount is $1,529,936.00, which is an increase of $43,839.00 over the FY93/94 contract amount. With the new allocation the Day Care will be able to service approximately 500 children, which is 325 families, a month. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Ms. Parish presented to the Board for their consideration and approval relative to the Children and Youth Program the following Contract Addendums for the provision of placement services for FY93/94: Lutheran Youth and Family Services Contract Authorization Amount: Increase from $250,000.00 to $325,000.00 Emergency Youth Shelter - Greensburg YMCA Contract Authorization Amount: Increase from $50,000.00 to $100,000.00 Counseling and Care Services Contract Authorization Amount: Increase from $160,000.00 to $450,000.00 Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Contract Addendums as per above. Ms. Parish presented to the Board for their consideration and approval an Agreement with the following provider for the LMA Day Care Program for FY93/94: Veller M. Nichols Canonsburg, PA Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Ms. Parish presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Transportation for the FY94195 203 Shared Ride Program in the amount of $722,000.00, which represents approximately 75% of the FY93/94 grant. This is an interim agreement that will be amended to reflect the full year's funding following reconciliation of the FY93/94 grant. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per above and authorizing the Chairman of the Board to so execute and the Chief Clerk to attest the same. U° a (Sheriff Secreet entered the meeting.) m Ms. Parish presented to the Board for their consideration and approval relative to the 9-1-1 Program an E 1: Agreement with The Center for Emergency Medicine of Western Pennsylvania for the purpose of providing training to Washington County Telecommunicators as well as training materials and consulting services as _ L needed. The fee for The Center's services is $3,000.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per above. Ms. Parish presented to the Board for their consideration and approval an Agreement with Vector Security of Pittsburgh, Pennsylvania, for the purpose of providing an automatic fire alarm monitoring service at the Health Center and the Old Juvenile Detention Center. The cost for the connection is $275.00 per location The monitoring fee is $20.00 per month per location for a minimum of 36 months. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per above and authorizing the Chairman of the Board to so execute. Ms. Parish presented to the Board for their consideration and approval an extension of the Law Enforcement Uniforms bid contract with Petrocelli's Uniforms through April 30,1995. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Extension of the Bid Contract as per above. Roll call vote taken Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Ms. Parish presented to the Board for their consideration and approval a Lease Agreement with Millcraft Center, Inc., of Washington, Pennsylvania, for additional space at the Millcraft Center for the JTPA Summer Youth Program. The lease will be effective from May 16,1994 through August 31,1994. Ms. Parish presented to the Board for their consideration and approval an Agreement relative to the Housing Authority's Drug Elimination Grant for Public Housing whereby the Office of the District Attorney would provide undercover investigators above what normally would be provided by the Drug Task Force in Public Housing Communities. The cost of these services are not to exceed $9,000.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per above. Ms. Parish presented to the Board for their consideration and approval a Liquid Fuels Application for for County aid for assistance in repairing a slide that occurred on T.R. 872, Crescent Heights Drive, in West Pike Ruri Township in the amount of $10,000.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Liquid Fuels Application as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
