The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners

Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to
approve Minute No. 482.

SPECIAL ORDER OF BUSINESS
Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution approving a Proposal for Redevelopment of Disposition Parcel
No. 57 in the Southpointe Project made by Southpointe Rink Associates, L.P.
Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the Resolution as per above.

The Commissioners presented a Certificate of Appreciation to Ed Woods, Director of Agricultural
Extension Services, who retired as of April 29,1994.

Chairman Mascara read a Proclamation proclaiming the month of May,1994, as "Older Americans
Month".

The Commissioners presented the Proclamation to Ray Kasparek, Chairman, SWPAAA, Inc., Sub -Area
Advisory Council.
(The meeting recessed briefly for the purpose of taking pictures.)
CITIZENS' COMMENTS
Commissioner Petrosky made the following public comments concerning the 911 Program.
Mr. Petrosky: Since Sunday, there have been at least two articles and a letter to the editor regarding our
9-1-1 program, and I am disappointed that the communities involved have chosen to go
public and vented their criticism regarding our 9-1-1 program. And I think it's most
appropriate that this statement be made in terms of having the senior citizens here
because without question your particular group of our society will be using the 9-1-1
program more so than anybody else. These municipalities have chosen criticism without
inviting or giving the Director an opportunity to respond to criticism; without having a
significant understanding of the sophistication and general expanse of the program;
without giving an opportunity for a new staff, a new program, and a new operation to
work out the flaws of the program. And I think it's important, ladies and gentlemen,
that you understand that we've only been in operation one month. In fact, this week is
the fourth month. One would have to be extremely shortsighted not to understand the
undertaking of a program of this magnitude obviously is going to have some problems.
I ask that the municipalities involved show patience, as well as other impacted
communities to give us an opportunity to develop the program as it should be developed,
working out the shortcomings, which in my opinion are minor, over a period of time.
Upon talking to the Director of the program, Mr. Brian Bark, I have ascertained that
many of the problems are technical in nature and there is no documented evidence that
anvone at anytime was at risk. The object of the 9-1-1 program is to receive and dispatch
those calls with maximum efficiency. I believe that this will be accomplished and has
been accomplished. I ask for the various governing bodies in Washington County that
will be impacted relative to the 9-1-1 program to have patience. And I ask for
understanding as far as the people of this County are concerned.
OLD BUSINESS
Solicitor Bassi recommended that the bid for Communications Equipment for the 9-1-1 Center be
awarded to Syntonic Technology, Inc., of Harrisburg, Pennsylvania, in the amount of $476,856.00.
Moved by Mr: Petrosky, seconded by Mr. Ford, awarding the bid as per above; this being the lowest
responsible bid received in accordance with specifications.
REMARKS: It was also noted that Mr. Brian Bark, 9-1-1 Coordinator, is also requesting the purchase of
priority spare parts in the amount of $33,432.00 for a total award of $510,288.00.

Application to the Pennsylvania Department of Transportation in the total amount of $1,057,924.00 for the
FY94195 203 Shared Ride Program.
Moved by Mr. Ford, seconded by Mr. Petrosky, agreeing for the County of Washington, acting on
behalf on the Washington County Transportation Program, administered by Comsis Corporation, to apply to
the Pennsylvania Department of Transportation for a Revenue Replacement Grant, under Section 704(a) of
the Lotteiy Fund Preservation Act, Act 36 of 1991, which is a shared -ride demand response, reduced -fare
program for senior citizens in Washington County, also open to the general public at full fare. Said grant is
for the period July 1,1994 through June 30,1995, and is in the amount of $1,057,924.00.

*Chairman Mascara abstained due to his Congressional candidacy in the May Primary and his subsequent
resignation from the Election Board.
Chief Clerk presented to the Board for their consideration and approval submission of a Grant
Application to the Pennsylvania Children's Cabinet for a "Family Center". The maximum yearly grant
amount will be $300,000.00 with no local cash match required. The intent of the program is to work closely
with families to resolve all of their human service needs, i.e., a coordinated/case management approach to
services. The project would be part of the County's partnership approach with the Washington County
United Way and other local human services agencies.
