FORD, COMMISSIONERS Minute No. 484 Washington County Commissioners Washington, PA, May 19, 1994 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Petrosky and Ford. Absent being. Commissioner Mascara who was testifying before Pittsburgh City Council relative to the Mon Fayette Expressway. Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Stephanie Parish, Secretary; Controller Belcastro; Terri Bartosh and Colleen Martos of the Highway Safety Program; Ed Paluso, Mayor of Charleroi; Debbie DeStefano of Aging Services; Robert Umstead, Executive Director, Redevelopment Authority; Jason Vogel, third grade student at Mary Mother of The Church Elementary School in Charleroi; Charleroi Police Chief Ottie Caruso; Doug and Debbie Vogel, parents of Jason Vogel; Pat and Mary Nuzzo and Audry Vogel, grandparents of Jason Vogel; Floyd Laubham, Planning Commission; Chris Enzerra, Herald -Standard; Joe Smydo, Observer -Reporter; and Jason Anderson and Jeff Rochinez, interested citizens. Vice -Chairman Petrosky called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 483. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 483 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the FY 1994 Community Development Block Grant Program, filing of the Final Statement of Community Development Objectives and Projected Use of Funds and approval of a Section 108 Loan Guarantee Application. Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the Resolution as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving budget revisions for FY 1987, 1989, 1990, 1991, 1992 and 1993 and proposed amendments for FY 1990, 1991,1992 and 1993 for the County's Community Development Programs. il 02 MINUTE BooR BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Vice -Chairman Petrosky entertained a motion to adopt Proclamations declaring the week of May 24-31, 1994, as "Buckle Up America! Week" and May 22-29, 1994, as "Safe Kids Week". Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the foregoing Proclamations. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. The Commissioners presented the Proclamations to Terri Bartosh, Highway Safety Program Coordinator. Jason Vogel, a third grade student at Mary Mother of The Church Elementary School in Charleroi, received a $50.00 savings bond from PNC Bank for being the winner of a coloring contest promoting Buckle Up America! Week. (Jim Jefferson of WJPA and Kathy Thomas of The Valley Independent entered the meeting.) (The meeting recessed briefly for the purpose of taking pictures.) CITIZENS' COMMENTS There were no citizens' comments. OLD BUSINESS Solicitor Bassi recommended that the following bid continue to be tabled for review: 1. Medical Supplies Moved by Mr. Ford, seconded by Mr. Petrosky, to continue to table the bid as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Agreements with the following providers for the LMA Day Care Program for FY93/94: Tender Loving Care Carnegie, PA Patricia L. S. Department of Education in the total amount of $400,000.00 for the second year funding (effective October 1,1994) for the Transportation Program that provides employment supportive services for disabled individuals. above. Chief Clerk presented to the Board for their consideration and approval a request to approve funding for four dinner meetings per year for the Washington County Children and Youth Social Services Advisory Committee at a maximum amount of $1,500.00 annually. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the request for funding as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to authorize payment in the amount of $500.00 to the Human Management Resources Assistive Center for Technology in Washington, Pennsylvania, for Training/Evaluation Services for the Social Services Department at the Health Center for FY93/94. The funds would come from the Human Services Development Fund. Moved by Mr. Ford, seconded by Mr. Petrosky, approving payment as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval FY94195 Community Hospital Integration Project (CHIP) Agreement with the Department of Public Welfare whereby the funds would be used to provide mental health services for patients who are discharged from Mayview State Hospital. This is purely 100% State dollars; there is no County match required. The maximum amount of the Contract is $999,700.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes. Modification to the Agreement with the Douglas School of Business to allow for the inclusion of one additional student in the medical assistant program funded under Title II -A of JTPA. The Modification would increase the existing total by $2,775.00 to a new total of $17,359.00. Moved by Mr. Ford, seconded by Mr. Petrosky, approving the JTPA Modification as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with 0 Pentamation Enterprises, Inc., of Bethlehem, Pennsylvania, for software license renewal and software support for the financial information system. The contract will be effective June 1,1994 through May 31, 1995, at a cost of $9,767.17 (increase of $638.98). Moved by Mr. Ford, seconded by Mr. Petrosky, approving the Agreement as per above. Chief Clerk presented to the Board for their consideration and approval submission of a Grant Application to the Pennsylvania Commission on Crime and Delinquency in the amount of $40,000.00 for administrative and planning funds for the Intermediate Punishment Program. The funds are available from June 1, 1994 through April 31, 1995, and require no County match. The funds will be used to assess the pretrial and offender population of the Jail and develop new intermediate punishment options. Chief Clerk presented to the Board for their consideration and approval a Proposal submitted by KPMG Peat Marwick to develop an Indirect Cost Plan for the year ended December 31,1993. The total cost would be $21,476.00 plus out-of-pocket expenses, which represents an increase of 4% over the previous year.
