FORD, COMMISSIONERS Minute No. 486 Washington County Commissioners 0 Washington, PA, June 16,1994 m The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners :r Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Linda Hands, a Clerk -Steno II; Kathy Emery, Assistant Solicitor/Director of Employee Relations; Janice Urban, Assistant Director of Employee Relations; Jim Henry, CYS Administrator; Controller Belcastro; Bonnie Pattison-Lynch, Deputy Recorder of Deeds; Becky Bailey of the Controller's Office; Alex Demczak, William Eiler and Todd Ashmore of Integra Bank; Floyd Laubham, Planning Commission; Joe Smydo, Observer -Reporter; Kathy Thomas, The Valley Independent; Jim Jefferson, WJPA; and Fred Fleet, interested citizen. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 485. Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 485 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a Certificate of Appreciation to Alex Demczak, William Eiler and Todd Ashmore of Integra Bank for their support and assistance to the Children and Youth Social Services Agency. It was noted that Integra Bank employees donated several hundred gifts and toys at Christmas for the children and today they donated a television and video games to equip the visiting/playroom area of the Agency. ® (The meeting recessed briefly for the purpose of taking pictures.) This Waiver of Regulation addresses the issues of (a) 1/30 case management ratio; (b) development of family service plans and service plan updates through Purchase of Service Contracts with Try -Again Homes and Catholic Charities; and (c) provision of social services to status offender population through Purchase of Service Contracts with Try -Again Homes and Catholic Charities. Moved by Mr. Ford, seconded by Mr. Petrosky, approving submission of the Request for Waiver of Regulation as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their ratification an Agreement with Sharp Visions, Inc., of Aliquippa, Pennsylvania, for providing services from January 1 through June 30,1994. The State recently notified the local MH/MR Agency that the funds were available to support the program. Meanwhile the contractor has been providing the services. This is all State funding; no County match required. The Agreement is in the amount of $38,000.00. Moved by Mr. Petrosky, seconded by Mr. Ford, ratifying the Agreement as per above. Funding will come from JTPA Title IIB. The term of the Agreements will be from June 16,1994 through September 30,1994. The Intermediate Unit I contract will be from June 13,1994 through September 30,1994. 2. Agreement with MicroTeaching Factory for the provision of classroom training for one Title III student. The contract total will be $1,259.00 and the term will be from June 16, 1994 through June 30,1994. 3. Modification to the Agreement with Skill Builders to increase the contract total by $308.00 to a new total of $31,118.00. The change was necessitated by an increased cost in books. The current contract expired on May 14,1994, with the option to renew for an additional year upon mutual agreement between both parties. above. Chief Clerk presented to the Board for their consideration and approval relative to the 9-1-1 Program a Contract with Armstrong Telephone Company for an Automatic Location Identification in which the County agrees to pay $33.00 per month per 1000 access lines for upkeep of the ALI database. The County also agrees to pay Armstrong the sum of $3,360.00 in a non -recurring charge for service order and data entries associated with the Washington County 9-1-1 database. The funds would be used to conduct a recheck of the ventilation system concerning the temperaturetrelative humidity readings and the air flow of measurement readings along with a carbon monoxide -carbon dioxide collection of the air handling unit of which was discovered a damper had been closed as a result of the original survey. above.
