Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Linda Hands, Clerk -Steno II; Controller Belcastro; Robert Umstead, Executive Director, Redevelopment Authority; Bracken Burns, Director of Emergency Services; Jeff Yates, Operations Officer; Allen B. Simms, Ron Sicchitanno and Tom Repole, HazMat Team Officers; Floyd Laubham, Planning Commission; Joe Smydo, Observer -Reporter; Jim Jefferson, WJPA; and Kris Schiffbauer, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 486. Moved by Mr. Ford, seconded by Mr. Petrosky, that Minute No. 486 be approved as written. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the proposed disposal by the Redevelopment Authority of the County of Washington of Disposition Parcel Nos. 6 and 7 in the Marelda Avenue FmHA 601 Housing Development Project, Borough of Donora, to Factory Built Homes, Inc. Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the Resolution as per above. i; Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Bracken Burns, Director of Emergency Services, introduced the following HazMat Team members who will serve as captains. OLD BUSINESS Solicitor Bassi recommended that the bid for the Transportation of Natural Gas for the period of August 1,1994 through July 31,1995, be awarded to Energy Sales Company of Bethel Park, Pennsylvania, at the cost of $2.95 per Mcf. Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest bid received in accordance with specifications. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Agreements with the following providers for the LMA Day Care Program for FY94/95: ABC's for Children Pittsburgh, PA Lois Johnson Learning and Child Care Center, Inc. Bethel Park, PA Norma Wingfield Lawrence, PA Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreements as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Agreements with Comsis Corporation as follows: To provide Medical Assistance transportation services for the period of July 1,1994 through June 30,1995, in the amount of $347,930.00. To provide Section 203 shared -ride services for the period of July 1,1994 through June 30, 1994, in the amount of $722,000.00, which represents 75 percent of the tentative allocation from the Pennsylvania Department of Transportation. Contract Addendums for the provision of placement services for FY93/94: U Diversified Human Services Contract Authorization Amount: Increase from $50,000.00 to $75,000.00 Mars Home for Youth E Contract Authorization Amount: Increase from $75,000.00 to $125,000.00 T 2. Agreement with The Lutheran Service Society of Western Pennsylvania for the provision of adoptive services. The authorization amount is $1,800.00. The Agreement covers a time period from placement of one child to finalization of the adoption. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Lease Agreement with the Washington Sportsmen's Association for property located in Chartiers Township. The renewal of the Agreement is for five years which will expire on May 31,1999. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum to the Lease Agreement as per above. Chief Clerk presented to the Board for their consideration and approval a Supplemental Engineering Agreement with C. D. Applied Research for engineering costs associated with the readvertising of bids for the T-Hangar Rehabilitation at the Washington County Airport. The cost will be $4,850.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Supplemental Engineering Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval a request from the United States Department of Agriculture/Soil Conservation Service to authorize Supplement No. 1 to the Plan of Work in connection with the Flood Plain Management Study relative to Chartiers Run. The Soil Conservation Service has incurred funding and staffing cuts which would delay the schedule for the Chartiers Run Study. The new schedule will move the bulk of the work into FY95/96, with a projected completion date of September 1996. Moved by Mr. Ford, seconded by Mr. Petrosky, approving Supplement No. 1 as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval an Extension of Produce Bids for the Washington County Health Center and the Washington County Jail with Albano's Grocery of Washington, Pennsylvania, and Monteverde's of Pittsburgh, Pennsylvania. The extension will extend through June 341995. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Extension of Produce Bids as per above. Chief Clerk presented to the Board for their consideration and approval a request to authorize the Washington County Garage to apply for an Official Inspection Station with PennDOT for the purpose of inspecting all County vehicles which would save the County time and cost. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Official Inspection Station Application as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval submission of a Grant Application to the Pennsylvania Department of Community Affairs. The application is for legislative initiative funds in the amount of $10AN.00 which would provide for the development of a Community Service Program at the District Justice level. FORD, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval the following items relative to �CD the JTPA Program: 0 1. Agreement with the Mon Valley YMCA for the provision of academic enrichment I and other related services for up to 15 participants. The contract total will be $2,680.00. The term of the contract will be for the period of June 27,1994 through m September 30,1994. as 2. Continuation of Lease Agreements for the Greene County Office with Gary a° Klinefelter for $425.00 per month and the Donora Office with John and Robert Cupper for $600.00 per month. 3. Agreements with 75 contractors for the provision of classroom training and other employment and training services. Funding for these agreements will come from JTPA titles IIA/C, III, SPOC, State Education, Incentive Funds and Older Workers. The actual contract amount may be less than the authorized total but will not exceed the authorization. The contract term will be from July 1,1994 through June 30,1995. It is anticipated to serve a maximum of 691 participants at a total allocation of $2,357,772.00. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the JTPA items as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with Michael J. Kopko of Washington, Pennsylvania, for office space for District Justice Teagarden. This will be a five-year agreement effective October 1,1994 through September 30,1999. The rent for the first two years would be $6.80 per square foot for a monthly rate of $850.00 and $7.20 for the next three years for a monthly rate of $900.00. Chief Clerk presented to the Board for their consideration and approval a request to authorize a Casual Day for County employees on Friday, July 1,1994, at a $5.00 donation per employee with the proceeds going to the Muscular Dystrophy Association. Chief Clerk presented to the Board for their consideration and approval a request from the Pennsylvania Turnpike Commission to adopt a Last Resort Housing Resolution in connection with the Mon - Fayette Transportation Project.
