Washington, PA, July 14,1994
The Board of Washington County Commissioners met in regular session in the Public Meeting Room,
Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners
Mascara, Petrosky and Ford. Also being present: Tina Dallatore, Chief Clerk; Solicitor Bassi; Linda Hands,
Clerk -Steno II; Controller Belcastro; Robert Umstead, Executive Director, Redevelopment Authority; Jim
Jefferson, WJPA; Joe Smydo, Observer -Reporter; Kathy Thomas, The Valley Independent; Chris Enzerra,
Herald Standard; and an interested bidder. 0
Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to
approve Minute No. 487.
Moved by Mr. Petrosky, seconded by Mr. Ford, that Minute No. 487 be approved as written.

SPECIAL ORDER OF BUSINESS
Robert Umstead, Executive Director, Redevelopment Authority, presented to the Board for their
consideration and approval a Resolution approving the proposal for redevelopment of Disposition Parcel
Nos. 21B and 22 in the Southpointe Economic Development Project by Gustine HMD Associates, Inc., and
the Redevelopment Contract with said developer.
Moved by Mr. Ford, seconded by Mr. Petrosky, adopting the Resolution as per above.

Moved by Mr. Ford, seconded by Mr. Petrosky, awarding the bids as per above; these being the
lowest "per unit cost" bids received in accordance with specifications.
REMARKS: It was noted that all items were awarded to the lowest bidder based on the per unit
cost except for Item #11- Bacon. Sha-n#.e Meat Company has been supplying this item
during the current bid period and it has too much fat - does not meet the specifications.
Award to Kraft Foods, the second low bidder.

Chief Clerk presented to the Board for their consideration and approval the following items relative to
the Children and Youth Program:
1. Contract Addendums for the provision of placement services for FY93/94:
- Allencrest juvenile Detention Center
Contract Authorization Amount: Increase from $170,000.00 to $210,000.00
Try -Again Homes, Inc.
Contract Authorization Amount: Increase from $300,000.00 to $375,000.00
Bethesda Children' Home
Contract Authorization Amount: Increase from $50,000.00 to $100,000.00
For providing treatment services to perpetrators of child abuse and their families:
Washington Communities Mental Health/Mental Retardation Center, Inc.
Contract Authorization Amount: Increase from $37,500.00 to $45,500.00
2. Purchase of Service Agreement with Allencrest Juvenile Detention Center
at a per diem rate of $105.00 per day to provide detention services for FY94/95
and FY95/96.
3. Purchase of Service Agreement extension with Timothy Sawyer for the provision
of foster home recruitment services which was originally to cover the period of
January 1,1994 through June 30,1994, and now will be extended through
December 31,1994.

Plan and Budget and the FY95/96 Needs Based Plan and Budget for Children and Youth which is required
by the Department of Public Welfare. For FY94/95, the total budget is in the amount of $7,818,339.00
(County's share - $1,882,381.00). For FY95/96, the proposed budget total is in the amount of $7,847,151.00
(County's share - $972,149.00).

Grant, with no local or County funds required.

facility located at 517 South Main Street, Washington, Pennsylvania.

1. Grant Agreement with the Pennsylvania Department of Agriculture (PDA) for
the State Food Purchase Program for FY94/95 in the amount of $237,700.00.
2. Agreement with Community Action Southwest, Inc., to act as the Lead Agency in
administering the State Food Purchase Program for FY94/95.

Agreement with the Prison Guards Wage and Policy Unit which provides for the following additional
provisions:
1. Clarification of the use of any remaining short-term days in instances of a long-term
illness whereby an employee has exhausted all his/her long-term accumulated sick
days.
2. Clarification of an employee who has filed a claim for workers' compensation being
granted an extension of leave for the duration of the disability. 0

2. Authorization of a modified FY94/95 Single Point of Contact (SPOC) Agreement
which allows for the inclusion of $336,000.00 to serve those general assistance
welfare recipients who will be removed from the welfare roles due to recent
legislative reform. The program will serve approximately 300 individuals in
job preparation classes and/or classroom training activities.

Chief Clerk presented to the Board for their consideration and approval renewal of a Maintenance
Agreement with Comdoc Office Systems of Pittsburgh, Pennsylvania, for maintenance on the duplicating
machine located in the Law Library. This represents an increase from a monthly rate of $60.83 to $63.75
from the period of June 28, 1994 through June 27,1995.
Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Maintenance Agreement as per above
and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval an EMA Mutual Aid
Agreement with Greene County for emergency services which is recommended by the Pennsylvania
Emergency Management Agency. This is similar to the ones that the County already has with the other
neighboring counties of Allegheny, Beaver, Westmoreland and Fayette.

above.

Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with Air
Charter Services which will provide airplane rides on Sunday, July 17,1994, at the Washington County
Airport. Under this Lease Agreement, the County will charge $50.00 for use of the facilities and in addition
will be paid a 5% fee for all other charges and fees.

This is in connection with the Intermediate Punishment Program and these funds would be used to hire a
consultant to develop new Intermediate Punishment options.
