Washington County Commissioners
Washington, PA, January 3, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Coroner
Jackson; Francis Pettit, Executive Assistant; Bill Prentice, Property and Supplies; Jon
Stevens, Observer -Reporter; Colleen Gentilcore, Herald Standard; and Jim Jefferson,
WJPA.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and noted that approval of Minute Nos. 329 and 330 would be held in
abeyance.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Laundry Supplies for the period
of January 1 through December 31, 1991, be awarded to the following vendors for the per
unit costs submitted in their bid proposals:
Jack Frye Sales & Service, Clairton, PA
Val Chem, Sayre, PA
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids
as per above; these being the lowest responsible bids received in accordance with
specifications.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Solicitor Bassi recommended that the bids for Linen Supplies for the
Washington County Health Center and Jail for the period of January 1 through
December 31, 1991, be awarded to the following vendors for the per unit costs submitted
in their bid proposals:
ATD American, Wyncote, PA
Continental Textile Corporation, Alum Creek, WV
Liberty Textile Company, Cleveland, OH
Universal Textile, Pittsburgh, PA
REMARKS: It was noted that Item #5 (Patient Gowns) was awarded to the third lowest
bidder as gowns bid by the two lowest vendors did not meet the specifications.
Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids
as per above; these being the lowest responsible bids received in accordance with
specifications.

Solicitor Bassi recommended that the bids for Printed Forms be awarded to the
following vendors for the per unit costs submitted in their bid proposals:
Badzik Printing Service, Donora, PA
Hudson Business Forms, Pittsburgh, PA
Garlits Industries, Inc., Morrisville, PA
Reynolds & Reynolds, Uniontown, PA
REMARKS: It was noted that the bid for printed checks was awarded to Reynolds &
Reynolds for a partial order due to written complaints from the offices of
Controller and Domestic Relations that the checks were not satisfactory.
Therefore, if the problems cannot be rectified, it would be necessary to rebid
this particular item.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids
as per above; these being the lowest responsible bids received in accordance with
specifications; and also authorizing the Chief Clerk, if necessary, to rebid printed
checks.

Solicitor Bassi recommended that the bids for Kitchen and Housekeeping
Supplies for Aging Services continue to be tabled for review.
Moved by Mr. Petrosky, seconded by Mr. Paluso, to continue to table the bids
as per above.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Gypsy Moth Suppression Agreement with the Pennsylvania Department of Environmental
Resources for year 1991 whereby the County's cost -sharing rate will be
$4.00 per acre for 287 acres approved for treatment, or a total of
$1,1d8.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Gypsy Moth
Suppression Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval
Change Order No. 1 to the contract with Newco Mechanical relative to the Jail Plumbing
Project. The Change Order decreases the original contract price by $980.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Change Order as
per above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
request to authorize an insurance policy with William R. Hill Insurance, Inc., of
Canonsburg, Pennsylvania, for the Washington County Airport for calendar year 1991 at
at an annual premium of $5,100.00.
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the insurance
policy as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
Lease Agreement with East Beau Building, Inc., for the purpose of renting 3200 square
feet of storage space in the basement of the premises located at 65 East Cherry Avenue,
Washington, Pennsylvania, at the amount of $2.50 per square foot, or an annual rental
amount of $8,000.00. The term of the lease agreement is from February 1, 1991 through
January 31, 1992, with a two-year option to renew after each year. The space will be
used to store election materials and supplies as well as materials and documents that
are presently housed at the Washington County Health Center.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Lease Agreement
as per above.

Chief Clerk presented to the Board for their consideration and approval the
following travel requests:

(Reimbursable) meetings of the DUI Subcommittee to be held in Harrisburg or other
locations to be determined
(0) 2. Bracken Burns, EMA Director, to attend a PEMA Management Course
(Reimbursable) on "Decision Making" in Mercer, Pa., on January 16, 1991
