Washington County Commissioners
Washington, PA, January 17, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Assistant Solicitor Emery; Linda Hands, Clerk -Steno
II; Coroner Jackson; Jim Henry, Director of Children and Youth; Dave Suski, JTPA
Director; Francis Pettit, Executive Assistant; Jon Stevens, Observer -Reporter; Colleen
Gentilcore, Herald Standard; John Phillips, Weirton Daily Times; Jim Jefferson, WJPA;
and Ray Williams, interested citizen.
Chairman Mascara called the meeting to order at approximately
10:00 a.m. and noted that approval of Minute No. 332 would be held in abeyance.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Integrated Data Processing
Services and Equipment for Domestic Relations continue to be tabled for review.
Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids
as per above.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with Professional Family Care Services, Inc., relative to the
provision of foster care services. The Addendum provides for an increase in the total
contract amount from $100,000.00 to $200,000.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum as per
above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Assurance of Compliance to be submitted to the Department of Public Welfare with the
Children and Youth FY90/91 Implementation Plan and Budget for which the local share is
in the amount of $926,220.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Assurance of
Compliance as per above.

Chief Clerk presented to the Board for their consideration and approval the
following Agreements with Diversified Human Services, Inc., relative to the LMA Day
Care Program:
per above.
1. Agreement which will enable the LMA Day Care Agency to
use unencumbered funds and will reserve twenty-five (25)
day care slots for the specific use of the California Center
2. Agreement which will enable the LMA Day Care Agency to
use a blended rate for this particular provider

Chief Clerk presented to the Board for their consideration and approval a bid
proposal to be submitted to the Pennsylvania Department of Public Welfare for the
provision of subsidized Child Day Care Services for residents of Fayette County in the
amount of $350,000.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing submission of the
bid proposal as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
proposal from the Tarbuck Security Agency for the provision of security and patrol
services at the Washington County Airport at a cost of $15.00 per day. The services
will be provided five days per week with at least three patrols per day. The estimated
annual cost will be $3,900.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal as per
above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Music Performance Trust Fund for the provision of twelve musical
performances throughout the County. The term of the Agreement is from May 1 through
September 30, 1991. The County's cost will be $2,436.00.

Chief Clerk requested authorization to advertise for bids for maintenance of
personal computers and related equipment.

Relative to the JTPA Program, Chief Clerk presented to the Board for their
consideration and approval an Agreement with Connelley Skill Learning Center in the
amount of $2,000.00 for the provision of classroom training in the area of licensed
practical nursing for one participant. The term of the Agreement is from January 18
through June 30, 1991.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with Dr. Thomas Dietrich for the provision of dental services
to Jail inmates. The Addendum provides for an increase in the rate for tooth
extractions and dental exams from $34.00 to $38.00, effective February 1, 1991.

Chief Clerk presented to the Board for their consideration and approval the
following travel request:

seminar sponsored by the University of Pittsburgh in Monroeville,
Pa., on January 29, 1991

request and authorizing payment of all necessary expenses related thereto.

ANNOUNCEMENTS
Chief Clerk made the following announcements:
1. County Offices would be closed on Monday, January 21st,
for the Martin Luther King Day holiday.
2. A Sinking Fund Commission Meeting would be held on January 24th.
10:10 a.m. - Meeting recessed.
10:35 a.m. - Meeting reconvened for the purpose of opening bids.
(Dennis Martinak of the Planning Commission entered the meeting.)
(Commissioner Petrosky left the meeting.)
