Washington County Commissioners
Washington, PA, January 24, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara and Petrosky. Absent being:
Commissioner Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi;
Linda Hands, Clerk -Steno II; Coroner Jackson; Bill Sember, Director of Planning; Dave
Suski, JTPA Director; Francis Pettit and Ed DuJordan, Executive Assistants; Duane
Kavka, Director of Human Services; Jon Stevens, Observer -Reporter; Colleen Gentilcore,
Herald Standard; John Phillips, Weirton Daily Times; Jim Jefferson, WJPA; Barbara
Loeper, WKEG; Joe Jordan of Monongahela; and various bidders.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute Nos. 332 and 333.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving Minute Nos. 332 and
333 as written.
Roll call vote taken:
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
OLD BUSINESS
Solicitor Bassi recommended that the bid for Integrated Data Processing
Services and Equipment for Domestic Relations be awarded to RBA Professional Data
Systems of State College, Pennsylvania, for a two-year period totalling $193,594.00.
The option is to purchase the equipment at a one time amount of $77,626.00, and a
$4,832.00 monthly service fee for processing the data.
Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bid as per
above; this being the only bid received in accordance with specifications.

Motion carried unanimously.
Solicitor Bassi recommended that the bids for Meat and Produce for the month
of February be awarded to the following vendors for the per unit costs submitted in
their bid proposals:
Meat:
Green Valley Packing Company, Claysville, PA
Kraft/Behrhorst, Bridgeville, PA
Jarrell & Rea, Pittsburgh, PA
Produce:
Total award to Kraft/Behrhorst, Bridgeville, PA,
being the only bid received.

Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bids as per
above; these being the lowest responsible bids received in accordance with
specifications.

Motion carried unanimously.
Solicitor Bassi recommended that the bids for Gasoline for the County of
Washington be rejected and readvertised; also, that the Board authorize one -month
extensions to the current agreements with Guttman Oil Company and Agway Petroleum
Corporation.
Moved by Mr. Petrosky, seconded by Mr. Mascara, rejecting the gasoline bids
as per above, authorizing the Chief Clerk to readvertise for bids and authorizing one -
month extensions to the current agreements with Guttman Oil Company and Agway Petroleum
Corporation.

CORRESPONDENCE
Chief Clerk made available to the news media News Releases relative to the
following projects:
1. City of Washington Road Reconstruction and Sidewalk
Improvements Project
2. Buffalo, Hanover and McDonald Road Reconstruction Projects
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Extension to the Agreement with the Washington County Agricultural Fair, Inc., relative
to leasing of county property at the fairgrounds. The Extension renews and extends the
agreement through January 31, 1992, and provides for a yearly automatic renewal
thereafter.

Chief Clerk presented to the Board for their consideration and approval the
following items relative to the JTPA Program;
1. Agreement with Community College of Allegheny County in
the amount of $16,000.00 for the purpose of funding five
participants to attend classroom training programs leading
toward an Associate Degree. The contract term is
January 17, 1991 through June 30, 1991. Funding is
Title III Coal Miner.
2. Modifications to Title III Annual Plan - (a) modification
for the inclusion of an additional $31,325 in carryover
funds to serve dislocated workers; (b) submission of plan
for incentive funds under 6% funds ($21,318 to serve 5
participants).

Chief Clerk presented to the Board for their consideration and approval the
following Agreements relative to the LMA Day Care Program:
per above.
1. Sole Source Agreement with Washington -Greene Community
Action which will enable the LMA Day Care Agency to
use unencumbered funds and will reserve seventeen (17)
day care slots for the specific use of the Canonsburg Center
2. Provider Agreement with New Life Christian Center located
in Derry, Pennsylvania

Chief Clerk presented to the Board for their consideration and approval a
Grant -in -Aid Application and Grant Agreement in the amount of $17,797.00 to be
submitted to the Juvenile Court Judges Commission for funding for the Juvenile
Probation Department for calendar year 1991.
Moved by Mr. Petrosky, seconded by Mr. Mascara, authorizing submission of the
Grant -in -Aid Application and Grant Agreement as per above.
