PALUSO, COMMISSIONERS _ _ _- Minute No. 337 Washington County Commissioners Washington, PA, February 14, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Francis Pettit, Executive Assistant; Dave Suski, JTPA Director; Duane Kavka, Director of Human Services; Coroner Jackson; Bracken Burns, EMS Director; Lt. Colonel Robert Fullem of the Pennsylvania Army National Guard, 28th Infantry Division; Jon Stevens, Observer - Reporter; Barbara Loeper, WKEG; Jim Jefferson, WJPA; Colleen Gentilcore, Herald - Standard; Debbie Mills, WESA; and Floyd Laubham, Planning Commission. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 336. written. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute No. 336 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a Certificate of Recognition to Lt. Colonel Robert Fullem of the Pennsylvania Army National Guard, 28th Infantry Division, in commemoration of the 50th Anniversary of the mobilization of the 110th Infantry Regiment for deployment to the European Theater during the Second World War. OLD BUSINESS Solicitor Bassi recommended that the bid for the Maintenance on Personal Computers and Related Equipment for the period of February 1, 1991 through January 31, 1992, be awarded to Diskriter, Inc., of Pittsburgh, Pennsylvania, for the amount of $10,610.60. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above, this being the only bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the Convection Ovens for the Washington County Health Center be awarded to the second lowest bidder, Tri-State Equipment of Beaver Falls, Pennsylvania,•for the amount of $6,359.00. REMARKS: It was noted that the lowest bid submitted by J. Gregory Company of Monongahela, Pennsylvania, was for an oven which did not satisfactorily meet the specifications. Solicitor Bassi recommended that the bid for the Law Enforcement Uniforms for the period of February 14, 1991 through February 13, 1992, be awarded to the lowest bidder, Work America Uniform Company of Pittsburgh, Pennsylvania, for the amount of $32,436.60. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for Duplicating Paper for the period of February 14, 1991 through January 31, 1992, be awarded to the lowest bidder, Morris Paper Company of Mars, Pennsylvania, for the amount of $17,005.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a recommendation to appoint the following individuals to the 911 Planning Committee. It was noted that the committee was being formed in response to law signed by Governor Casey in July of 1990 which requires the establishment of 911 service throughout the state. REMARKS: Each of the Commissioners as well as Bracken Burns, EMS Director, briefly commented on the implementation of an enhanced countywide 911 emergency dispatch system. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Laboratory Services Agreement with Med-Chek Laboratories, Inc., of Pittsburgh, Pennsylvania, for the provision of laboratory services at the Washington County Health Center, effective February 23, 1991. (NOTE: This agreement replaces the one with Tri- State Clinical Laboratory, Inc., which was terminated effective February 23, 1991.) Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Laboratory Services Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Provider Agreements with (1) Brighton Woods Treatment Center, Inc., and (2) Decision House, Inc., relative to the Drug and Alcohol Program for the period of January 1 through June 30, 1991. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Provider Agreements as per above; and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a Resolution approving the Central Atlantic States Association of Food and Drug Officials as an association/organization concerned with governmental affairs in accordance with Section 446 of The County Code. Chief Clerk presented to the Board for their consideration and approval Change Order No. 2 to the contract with TAM Construction, Inc., relative to the Courthouse Retaining Wall Repair Project. The Change Order increases the completion time by sixty (60) calendar days. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Change Order as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a modification to the JTPA Agreement with Greene County Vo-Tech (#1342-90) in the amount of $300.00 to allow for an additional two Title III Coal Miners to participate in the Pennsylvania State Official Preparation Course for Mine Examiners, Assistant Mine Foreman and Mine Foreman. The new contract total will be $1,912.00. per above. Chief Clerk presented to the Board for their consideration and approval a request from Donna Klinger, an employee of the WCHC, to purchase service credits for the periods of time when she was on leave of absence and/or workmen's compensation. The dates of leave of absence include 6/10/80 to 7/8/80; 6/1/81 to 6/30/81; and 9/11/82 to 12/8/82; the dates of workmen's compensation include 7/18/79 to 7/30/79 and 9/5/86 to 10/14/86. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the request of Donna Klinger to purchase service credits as per above. Chief Clerk presented to the Board for their consideration and approval a request from Warco Funeral Home, Inc., of Washington, Pennsylvania, for burial expense reimbursement of a deceased indigent county resident (Elizabeth Loucks) in the amount of $300.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving payment of $300.00 to Warco Funeral Home, Inc., as per above; this action being in accordance with Section 2166 of The County Code. Geary who resigned, effective January 31, 1991. The Agreement is effective February 1, 1991, at the monthly rate of $1,333.33. above. District Justice William Pelkey who attended a seminar entitled "Landlords: Know Your Rights and Duties" at the Fayette Campus of Penn State University, on January 24, 1991 (0) 3. Marge Pennline, Director of Personnel, and Dr. Barry Parks, Washington County Health Center Administrator, to attend a workshop entitled "Dealing Effectively with Workers' Compensation" sponsored by Penn State University Pittsburgh, Pa., on March 12, 1991 (0) Optional Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto.
