Washington County Commissioners
Washington, PA, February 21, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Petrosky and Paluso. Absent being: Commissioner
Mascara who was out of town. Also being present: Chief Clerk Dallatore; Solicitor
Bassi; Linda Hands, Clerk -Steno II; Francis Pettit, Executive Assistant; Linda Bell,
Assistant JTPA Director; Duane Kavka, Director of Human Services; Coroner Jackson; Jim
Henry, CYS Director; Andy Pagac, Veterans Director; Barb Davis, Administrative
Assistant; Linda Ritzer, Observer -Reporter; Barbara Loeper, WKEG; Jim Jefferson, WJPA;
and Kevin Elias, Weirton Daily Times.
Vice -Chairman Petrosky called the meeting to order at approximately
10:00 a.m. and entertained a motion to approve Minute No. 337.

Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute No. 337 as

Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Commissioner Paluso read a Proclamation recognizing U. S. Army Maj. Gen.
William G. (Gus) Pagonis, a native of Charleroi, on his promotion to the rank of
Lieutenant General.
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
(It was noted that the Proclamation would be presented to Lt. General Pagonis' brother
Michael during a rally to be held on Sunday, February 24th, in Charleroi.)
The Commissioners announced that placards will be available in the Veterans
Office starting on Friday, February 22nd, for families to display in their homes who
have family members serving in Operation Desert Storm.
OLD BUSINESS
Solicitor Bassi recommended that the bid for the 1991 Four -Door Sedan for
Domestic Relations be awarded to the lowest bidder, Washington Ford of Washington,
Pennsylvania, for the amount of $9,849.00.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above;
this being the lowest bid received in accordance with specifications.

Solicitor Bassi recommended that the bids for Meat and Produce for the month
of March be awarded to the following vendors for the per unit costs submitted in their
bid proposals:
Meat:
Green Valley Packing Company, Claysville, PA
Kraft/Behrhorst, Bridgeville, PA
Jarrell & Rea, Pittsburgh, PA
Produce:
Total award to Kraft/Behrhorst, Bridgeville, PA,
being the only bid received.
Moved by Mr. Paluso, seconded by Petrosky, awarding the bids as per above;
these being the lowest responsible bids received in accordance with specifications.

Motion carried unanimously.
NEW BUSINESS
Chief Clerk requested authorization to advertise for bids for an Information
System for the Washington County Health Center.
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to
advertise for bids as per above.

Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Agreement with Penn Commercial Business College to provide Word Perfect 5.1 word
processing training for approximately fifteen (15) County employees for a total cost of
$3,119.25.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement as per
above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
Resolution approving the National Association of Child Care Resource and Referral
Agencies as an association/organization concerned with governmental affairs in
accordance with Section 446 of The County Code.

(Reimbursable) in Harrisburg, Pa., on February 27-28, 1991
(0) 2. Cynthia M. Dornish and Mark A. Ciccarelli, Law Clerks, to attend a
Fundamentals of Pennsylvania Civil Practice & Procedure Seminar
sponsored by the Pennsylvania Bar Institute in Pittsburgh, Pa., on
March 14, 1991
(0) 3. Angela Alampi of Aging Services to attend a seminar entitled "Focus
on Nutrition: An Update on Chronic Intestinal Diseases &
Disorders" sponsored by the Nutrition Services Allegheny County
Health Department and the Intestinal Disease Foundation, Inc., in
Pittsburgh, Pa., on March 27, 1991
(0) 4. Shelley Homme and Shellie Smith of Adult Probation to attend a
Certificate in Alcohol and Drug Counseling Course (consisting of 12
classes) at Robert Morris College, Coraopolis, Pa.
