PALUSO, COMMISSIONERS Minute No. 339 Washington County Commissioners Washington, PA, February 28, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Francis Pettit, Executive Assistant; Dave Suski, JTPA Director; Duane Kavka, Director of Human Services; Coroner Jackson; Jim Henry, CYS Director; Steve Shaner, Director of Drug and Alcohol; Barb Davis, Administrative Assistant; Floyd Laubham, Planning Commission; Vicki Bryan, Parks Department; Pat Bryan, MATHCOUNTS Competition Coordinator; MATHCOUNTS Competition Winners and Coaches; Bill Brown, Sunlight Club; Astra Lloyd, LeMoyne Center; Al Cenis, Washington Chemical People Task Force; a representative of CHOICES - Center for Student Growth and Development, California University; Jon Stevens, Observer -Reporter; Barbara Loeper, WKEG; Jim Jefferson, WJPA; Colleen Gentilcore, Herald Standard; and Tom Vezzetti of Charleroi, interested citizen. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 338. written. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 338 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara announced that the Commissioners have directed that the flags at the Courthouse be flown at half-mast in commemoration of the local soldiers who were killed in the Persian Gulf War and extend sympathy to their families. SPECIAL ORDER OF BUSINESS Commissioner Paluso read a Proclamation declaring the week of February 24 - March 2, 1991, as "MATHCOUNTS WEEK". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Pat Bryan, MATHCOUNTS Coordinator, and certificates to the competition winners and coaches which included Lois Fitzgerald, Elaine Riding and Glenn Aston -Reese, coaches, and Justin Ramey, Peter Hultman, Matt Ware, Matt Legowski, Charles Bear and James Scherich, competition winners. Steve Shaner, Executive Director of the Washington -Greene Drug and Alcohol Planning Commission, recommended the Board's approval of agreements with the following RE MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PALUSO, COMMISSIONERS organizations for the award of mini -grants (State funds) for the provision of community based drug and alcohol prevention activities to citizens residing in Washington and Greene counties: Organization Amount Sunlight Club $1,500.00 CHOICES - Center for Student Growth & Development - California University $2,000.00 New Connections $1,933.00 Bentworth High School $ 500.00 Lemoyne Center $1,983.00 Washington Chemical People Task Force $1,000.00 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing agreements. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. (The Commissioners presented checks to representatives of the organizations listed above who were in attendance.) Coroner Jackson commented that he is pleased that these organizations are sponsoring programs to get the message to young people to "don't drink and drive" and "don't use drugs". OLD BUSINESS Solicitor Bassi recommended that the bid for gasoline be awarded to the following vendors for the "per gallon" costs submitted in their bid proposals: Bidder Item Awarded Agway Petroleum Corporation Syracuse, NY Pump Category Guttman Oil Company Belle Vernon, PA Delivered Category Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above; these being the lowest reponsible bids received in accordance with specifications. CORRESPONDENCE Chief Clerk made available to the news media News Releases relative to the following projects: 1. Dedication and Luncheon - Washington County Housing Authority 2. Washington County Housing Authority's Participation in , National Scholarship Competition 3. UDAG Mortgage Assistance Loan Program MINUTE BOOK 51 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS Ie1,UK NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a proposal from Neilan Engineers of Somerset, Pennsylvania, to provide engineering services for the design and construction to correct the ventilation/cooling system in the Health Center's Laundry Department. The lump sum fee to perform site investigation, design, construction documents and bidding services for Phase I and II is $6,500.00; construction inspection visits will be provided at a lump sum fee of $550.00 per visit. Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal of Neilan Engineers as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Application for Federal Assistance to be submitted to HUD in the amount of $97,000.00 for funding for the Emergency Shelter Grant Program for FY91/92. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the Application for Federal Assistance as per above and authorizing the Chairman of the Board to execute all necessary documents related thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Provider Agreement with Kids World, Inc., of Lawrence, Pennsylvania, relative to the LMA Day Care Program for FY90/91. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Transportation in the amount of $1,050,000 for the FY91/92 Section 203 Shared Ride Program for Senior Citizens. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Agreement and adopting a Resolution authorizing the Chairman of the Board to execute all necessary documents related thereto and the Chief Clerk to so attest. Chief Clerk presented to the Board for their consideration and approval a Consultant Agreement with J. PALUSO, COMMISSIONERS directives pertaining to human services and recommending a model organizational structure to centralize the administrative functions of all county human services. The cost will be $4,000.00. (It was noted that the Board previously authorized this agreement contingent upon approval of the County's PSACC/DPW Technical Assistance Grant Application; however, due to cutbacks in State funding, the County did not receive the grant. For further reference, see Min. #314 dated August 30, 1990, P. 521.) Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Consultant Agreement as per above. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of surplus personal property consisting of approximately 20 Xerox machines, 66 typewriters, 9 calculators and several other miscellaneous items. above. The Addendums provide for the Health Center and Jail to purchase additional quantities as needed.
