HomeMy WebLinkAboutCOMM - Meeting Minutes - 343 - 3-28-1991 - COMMISSIONERWashington County Commissioners Washington, PA, March 28, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Francis Pettit, Executive Assistant; Dave Suski, JTPA Director; Duane Kavka, Director of Human Services; Coroner Jackson; Floyd Laubham, Planning Commission; Leroy Prentice, representative of the Vietnam Veterans of America; Jon Stevens, Observer -Reporter; Barbara Loeper, WKEG; Jim Jefferson, WJPA; and Colleen Gentilcore, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 342. written. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 342 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Petrosky read a Proclamation designating March 31, 1991, as "National Vietnam Veterans Day". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Petrosky - Yes; Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. (The Commissioners presented the Proclamation to Leroy Prentice, representative of the Vietnam Veterans of America.) OLD BUSINESS Solicitor Bassi recommended that the bids for Meat and Produce for the month of April be awarded to the following vendors for the per unit costs submitted in their bid proposals: Meat: Deaktor/Sysco, Harmony, PA Green Valley Packing, Claysville, PA Jarrell & Rea, Pittsburgh, PA Kraft Food Service, Bridgeville, PA Produce: Total award to Deaktor/Sysco, Harmony, PA being the lowest bid in total 77 above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Grant Agreement with the U.S. Department of Housing and Urban Development (HUD) in the amount of $97,000.00 for the FY91/92 Emergency Shelter Grant Program. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Grant Agreement as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the University of Pittsburgh for the purpose of the Washington County Aging Services to serve as the lead agency for the project entitled "Expanding Intergenerational Partnerships to Strengthen Relationships Among Pennsylvania Families, Children and Older Persons". The University will reimburse the County the maximum amount of $1,000.00 for services rendered in connection with this project. above. Chief Clerk presented to the Board for their consideration and approval a Resolution indemnifying the Commonwealth of Pennsylvania, Department of Transportation, from any liability in connection with any possible claims that may occur relative to the variance from the normal width requirements for the Blaine Bridge located in Demmston Borough. above. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the Resolution as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Right -of -Way Agreement with South Strabane Township in connection with the relocation of a force main belonging to the South Strabane Township Sanitary Authority. The force main is being relocated due to the widening of the bridge on North Main Street near Museum Road by PennDOT. Chief Clerk presented to the Board for their consideration and approval an Agreement with Nick Petronka for the purpose of farming County -owned land located in Chartiers Township. The term of the agreement is five years, effective March 15, 1991 through March 14, 1996, at the following costs: above. Year Cost Years 1 and 2 $12.00 per acre Year 3 $13.00 per acre Year 4 $14.00 per acre Year 5 $15.00 per acre Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the rebuilding of a Hobart dishwasher for the Washington County Health Center. Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Flex Time Policy for members of the Pennsylvania Social Services Union employed in the Children and Youth Department. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Flex Time Policy as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from DePretis and Ware, CPA's of Washington, Pennsylvania, to audit the Retirement Fund for the year 1990 at a cost of $1,850.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
