Washington County Commissioners
Washington, PA, April 4, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Linda
Bell, Assistant JTPA Director; Bracken Burns, Director of Emergency Services; Coroner
Jackson; Floyd Laubham, Planning Commission; Margaret Pennline, Personnel Director;
Norman Carson, Supervisor of Buildings and Maintenance; Jack Milhollan, Jeff Fine and
Sandy Sawhill, representatives of "Scouting for Food"; Jim Henry, Director of Children
and Youth; Sondra Caffrey, Parents Anonymous; Lou Colosimo and Ramona Bright,
representatives of Tri-Community Ambulance Service; Bernie Miller, John Sisul, Boyd
Baer and John Bonazza, representatives of the Veterans Association; Bill Prentice,
Property and Supplies; Jon Stevens, Observer -Reporter; Barbara Loeper, WKEG; Jim
Jefferson, WJPA; and Colleen Gentilcore, Herald Standard.
Chairman Mascara called the meeting to order at approximately
10:15 a.m. and noted that approval of Minute No. 343 would be held in abeyance.
SPECIAL ORDER OF BUSINESS
Commissioner Paluso read a Proclamation designating April 7-13, 1991, as
"Scouting for Food Week".
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Petrosky - Yes; Mr. Paluso - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
(The Commissioners presented the Proclamation to Jack Milhollan, County Chairman,
Scouting for Food.)
- Commissioner Mascara read a Proclamation designating the month of April as
"Child Abuse Prevention Month".
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.

Motion carried unanimously.
(The Commissioners presented the Proclamation to Sondra Caffrey of Parents Anonymous.)
Commissioner Petrosky read a Proclamation honoring Tri-Community Ambulance
Service for its twenty years of service.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.

Commissioner Paluso read a Proclamation designating April 9, 1991, as "POW
Recognition Day".
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.

"National County Government Week".

Proclamation.

The Commissioners presented Certificates of Appreciation to Margaret K.
Pennline, Personnel Director, and Norman Carson, Supervisor of Buildings and
Maintenance, who are both retiring in April.
(The meeting recessed briefly for the purpose of taking pictures.)
OLD BUSINESS
review:
Solicitor Bassi recommended that the following bids continue to be tabled for
1. Washington County Health Center - Software
2. Washington County Health Center - Hardware
3. Office Supplies for Washington County
Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids
as per above.

CORRESPONDENCE
Chief Clerk made available to the news media News Releases relative to the

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval
Agreements with the following providers relative to the LMA Day Care Program for
FY90/91:

Chief Clerk presented to the Board for their consideration and approval a
renewal application and program proposal in the amount of $126,000.00 to be submitted
to PennDOT for continuation of funding of the Washington Comprehensive Highway Safety
Program for Washington, Greene, Fayette and Westmoreland counties for the period of
October 1, 1991 through September 30, 1992.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the renewal
application and program proposal as per above.

Chief Clerk presented to the Board for their consideration and approval the
following Agreements relative to the JTPA Program:
above.
1. Agreement with KPMG Peat Marwick for the purpose of
auditing JTPA subgrantee contracts for the period of
July 1, 1988 through June 30, 1990, at a cost of
$7,950.00 which includes out-of-pocket expenses.
2. Agreement with YWCA of Washington County for the purpose
of providing classroom training to ten (10) participants
in the area of skilled child care. The contract amount
is $16,000.00 for the period of April 5, 1991 through
June 30, 1991.

Chief Clerk presented to the Board for their consideration and approval a
three-year Agreement with AT&T as the long distance carrier for public telephones used
by inmates at the Washington County Jail at a commission rate of 194 for collect,
calling card and third party calls. The commission rate will be deposited into the
Inmate Welfare Fund.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per
above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
Sublease Agreement with the Washington County Redevelopment Authority for office space
located in Courthouse Square for calendar year 1991. The monthly rental rate for
January and February is $10.75/sq. ft.; beginning March 1, 1991, the monthly rental
rate is $11.00/sq. ft.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Sublease
Agreement as per above.

Chief Clerk requested authorization to advertise for bids for copying,
collating and stapling of street lists for the 1991 Primary Election.
Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to
advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval a
request to solicit proposals for office space for a County department (District
Attorney's Office).
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Director of
Administration to solicit proposals as per above.

Chief Clerk presented to the Board for their consideration and approval a
Resolution authorizing the sale of surplus personal property consisting of four used
vehicles.
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the Resolution as per
above; this action being in accordance with Section 1805 of The County Code.

Chief Clerk presented to the Board for their consideration and approval a
Grant Application in the amount of $51,866.00 to be submitted to the Pennsylvania
Commission on Crime and Delinquency relative to the Electronic Monitoring/Home
Detention Program. The funds will be used for the purpose of increasing the number of
prisoners in the program from 5 to 20.

Ordinance authorizing $1,000,000.00 General Obligation Note with Community Bank at a

following travel requests:

(Reimbursable) Youth to attend a Basic Supervision Workshop sponsored by the
Department of Community Affairs in Greensburg, Pa., on April 17,
1991
(R) 2. David L. Scrip, Tim Harrison and Robert Hickey of Juvenile
(Reimbursable) Probation to attend a seminar entitled "Family System Dynamics
in Chemical Dependency Treatment" in Washington, Pa., on April 19,
1991
(0) 3. John Layman of the Health Center to attend a Spring Workshop
(Reimbursable) sponsored by the Pittsburgh District Dietary Managers Association
at Westmoreland County Community College in Youngwood, Pa., on
