Washington County Commissioners
Washington, PA, April 11, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara and Petrosky. Absent being:
Commissioner Paluso, who was out of town. Also being present: Chief Clerk Dallatore;
Solicitor Bassi; Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Francis Pettit
and Ed DuJordan, Executive Assistants; Coroner Jackson; Floyd Laubham, Planning
Commission; Pat Jones and Barbara Woodson, representatives of RSVP (Retired Senior
Volunteer Program); Jon Stevens, Observer -Reporter; Barbara Loeper, WKEG; Jim
Jefferson, WJPA; and Colleen Gentilcore, Herald Standard.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute Nos. 343 and 344.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving Minute Nos. 343 and
344 as written.

Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation designating April 14-20, 1991, as
"RSVP Volunteer Week".
Moved by Mr. Petrosky, seconded by Mr. Mascara, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
(The Commissioners presented the Proclamation to Pat Jones, RSVP Director.)
Chairman Mascara commented on the recent death of Senator John Heinz and
noted his tireless efforts in advocating funding for the elderly, the environment and
industry.
OLD BUSINESS
Solicitor Bassi recommended that the bid for an integrated Health Center
Information System be awarded to Compudata Services, Inc., of Selinsgrove,
Pennsylvania, in the approximate total amount of $59,054.00.
Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bid as per
above; this being the only bid received in accordance with specifications.

Motion carried unanimously.

amount of $68,877.20.

above; this being the only bid received in accordance with specifications.

Solicitor Bassi recommended that the bids for Office Supplies for the period
of May 1, 1991 through October 31, 1991, be awarded to the following vendors for the
per unit costs submitted in their bid proposals:

Curry Corporation, Pittsburgh, PA
Modern Business Machines, Washington, PA
Pengad, Inc., Bayonne, New Jersey
Slagle's Business Systems, Inc., Washington, PA

Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bids as per
above; these being the lowest responsible bids received in accordance with
specifications; also, authorizing the Chief Clerk to re -advertise for bids for certain
items for which no bids were received.

CORRESPONDENCE
Chief Clerk made available to the news media a News Release relative to the
following project:
1. Charleroi Street Improvements Project
Chief Clerk noted receipt of correspondence from the Administrative Office of
Pennsylvania Courts that the next course of instruction for prospective district
justices will be conducted June 3-28, 1991.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Resolution approving the Washington County Chapter of Open Doors for the Handicapped as
an association/organization concerned with governmental affairs in accordance with
Section 446 of The County Code.
Moved by Mr. Petrosky, seconded by Mr. Mascara, adopting the Resolution as
per above.

Chief Clerk presented to the Board for their consideration and approval an
Application and Agreement with the Pennsylvania Department of Transportation, Bureau of
Aviation, for the County's participation in the State's Runway Marking Program which is
provided at no cost to the County.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving submission of the
Application and Agreement as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Pennsylvania Department of Labor and Industry for the provision of
unemployment insurance verification for the JTPA Program for FY91/92. The rate of
reimbursement is $1.57 per name for initial verification and $1.32 per subsequent
verification. Total reimbursement will not exceed $4,000.00.

ANNOUNCEMENTS
Chief Clerk announced that the Prison Board meeting cancelled on April 10th
has been rescheduled to April 16th at 9:30 a.m.

Solicitor Bassi presented to the Board for their consideration and approval

Moved by Mr. Petrosky, seconded by Mr. Mascara, that the Tax Assessment
Office (or Tax Claim Bureau) be authorized to prepare the following tax refunds due to
