Washington, PA, April 18, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being present:
Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Floyd Laubham,
Planning Commission; Betsy Dane and Alice Lohr of The CARE Rape Crisis Center; John
Abraham, Administrator, Crime Victim/Witness Assistance Program; Dorothy Capo, Walk
Chairperson, March of Dimes WalkAmerica; Ray Williams, Thelma McKenna and Mildred and
Steve Kapolka, senior citizens from Bentleyville; Linda Ritzer, Observer -Reporter; and
Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 345.

Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 345 as

SPECIAL ORDER OF BUSINESS
Commissioner Petrosky read a Proclamation designating April 21-27, 1991, as
"Washington County Victims' Rights Week".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
(The Commissioners presented the Proclamation to Betsy Dane of The CARE Rape Crisis
Center.)
Commissioner Paluso read a Proclamation designating April 28, 1991, as "March
Of Dimes WalkAmerica Day".
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.

Motion carried unanimously.

Solicitor Bassi recommended that the bids for Medical Supplies for the period
of April 1, 1991 through September 30, 1991, be awarded to the following vendors for
the per unit costs submitted in their bid proposals:

General Medical Corporation, Erie, PA
Penn Medical Supply, Inc., McMurray, PA
Redline Medical Supply, Pittsburgh, PA
Stuart Drug & Surgical Supply, Greensburg, PA
REMARKS: It was noted that certain items have not been awarded to the low bidder as
samples were not provided or did not meet the specifications.
Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per
above; these being the lowest responsible bids received in accordance with
specifications.

Solicitor Bassi recommended that the bids for Tractors for the Washington
County Health Center continue to be tabled for review.
Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids
as per above.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Resolution approving the Pennsylvania Association of Community Mental Health/Mental
Retardation Providers as an association/organization concerned with governmental
affairs in accordance with Section 446 of The County Code.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with Don Cummins for telephone repair services. The purpose
of the addendum is to clarify the parties' original intent to include the provision of
mileage reimbursement to areas other than the Courthouse, Courthouse Square and Health
Center.

Chief Clerk presented to the Board for their consideration and approval the
following items relative to the JTPA Program:

1. Lease Agreement with the Trades and Labor Building
located at One South College Street, Washington,
Pennsylvania, for office space to be utilized for the
Summer Youth Employment Program for the period of
May 13, 1991 through August 30, 1991, at a cost of
$359.13 per month, utilities included.
2. Rental of ten (10) parking spaces from the First
United Methodist Church located at 29 North College
Street, Washington, Pennsylvania, to accommodate the
summer staff at a cost of $10.00 per month for each
space.

Chief Clerk presented to the Board for their consideration and approval a
Program Modification Request to be submitted to the Pennsylvania Board of Probation and
Parole relative to the New Program Funding for the Adult Probation Office. The purpose
of the Program Modification Request is to modify the grant period from January 1, 1991
through December 31, 1991, to March 11, 1991 through March 10, 1992.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving submission of the
Program Modification Request as per above.

Chief Clerk announced that a Salary Board meeting would be held on Thursday,
April 25th.
