Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Floyd Laubham, Planning Commission; Senator J. Barry Stout; Roland Bourke, Executive Director, Redevelopment Authority; Mayor Sonny Spossey, City of Washington; Coroner Jackson; John Pettit, District Attorney; Kathy Emery, Assistant Solicitor/Acting Personnel Director; Duane Kavka and George Krcelich of Human Services; Bill Prentice, Property and Supplies; Don Shephard, Don Niemela and Henry Indof, representatives of the Mon Valley Central Labor Council; Lou Diehl, Vice -President, Open Doors for the Handicapped; Mary Ann Meyers, member, Open Doors for the Handicapped; Edward Frye and Don Angelone, Pennsylvania Office of Vocational Rehabilitation; Kathleen Klinemann, Executive Director, Center for Independent Living; Kathy Sasko, Comsis Corporation; Jon Stevens, Observer -Reporter; Colleen Gentilcore, Herald Standard; Barbara Loeper, WKEG; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 346. written. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 346 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Senator J. Barry Stout presented to the Board a check for a $200,000.00 Competitive Grant from the Pennsylvania Department of Community Affairs under the State Enterprise Zone Program. The Grant Application was submitted on behalf of the Borough of Donora Enterprise Zone by the Redevelopment Authority. The funds will provide road improvements to alleviate traffic problems hindering the movement of heavy industrial shipments from the industrial park and to improve vehicular movement within the park. Senator Stout also presented to the Board a check in the amount of $200,000.00 for funding of continued activities for the Southwestern Pennsylvania Regional Planning Commission (SPRPC). Commissioner Mascara read a Proclamation designating April 28, 1991, as "Workers Memorial Day". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. PALUSO, COMMISSIONERS _ - (The Commissioners presented the Proclamation to Don Shephard, Don Niemela and Henry Indof, representatives of the Mon Valley Central Labor Council.) Duane Kavka, Director of Human Services, recommended the Board's approval of a Grant Agreement with Open Doors for the Handicapped in the amount of $2,000.00 for the provision of transportation services for handicapped residents of Washington County. Edward Frye of the Office of Vocational Rehabilitation, Lou Diehl, Vice - President of Open Doors for the Handicapped and Kathleen Klinemann, Executive Director of the Center for Independent Living, each briefly commented on the transportation program. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Grant Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bids for Two Tractors for the Washington County Health Center be awarded to VanDruff Tractor Sales of Waynesburg, Pennsylvania, in the amount of $16,434.00, being the lowest bid in total. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the lowest bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for a Rebuilt Dishwasher for the Washington County Health Center continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Paluso, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Printing of Street Lists for the 1991 Primary be rejected. He noted that the two lowest bids were not accompanied by adequate bid security, and that there was a $1,250.50 difference between the lowest bid and the lowest acceptable bid. He therefore recommended that the items be purchased from the lowest bidder through the purchase order system. Moved by Mr. Petrosky, seconded by Mr. Paluso, rejecting all bids received for the Printing of Street Lists; and authorizing the purchase of these items through the purchase order system. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the submission of a proposal to fund expansion of the Washington County Family Shelter located at 297 East Beau Street, Washington, Pennsylvania, operated by the Washington County Housing Authority, through a grant from the Department of Community Affairs in the amount of $55,000.00 for FY91/92. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the proposal as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Transportation which provides reimbursement from the State in the maximum amount of $100,000.00 for design, right-of- way acquisition, allowable utility relocation and construction costs in connection with the Blaine Bridge Project. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per above; and authorizing the Chairman of the Board to so execute and the Chief Clerk to attest the same. Chief Clerk presented to the Board for their consideration and approval a Contract with the Pennsylvania Department of Community Affairs in the amount of $4,000.00 under the Recreational Improvement and Rehabilitation Act Program. The funds will be used to develop a feasibility study for the Henry House Historical Satellite Museum in Mingo Creek Park. The term of the contract is March 21, 1991 through December 31, 1992. above. Chief Clerk presented to the Board for their consideration and approval a Grant Agreement with the Pennsylvania Department of Transportation in the amount of $126,000.00 for the purpose of providing a Comprehensive Highway Safety Program for Washington, Greene, Fayette and Westmoreland Counties for the period of October 1, 1991 through September 30, 1992. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Grant Agreement as per above and authorizing the Chairman of the Board to execute all necessary documents related thereto and the Chief Clerk to so attest. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (R) 1. James Henry, Jeffrey Dykstra, Nancy Gray, Barbara Gerbec, Vickie (Reimbursable) Amos and Rebekah Adams of Children and Youth to attend a Child Abuse Prevention Efforts Meeting at the Holiday Inn Meadow Lands on April 25, 1991 (0) 2. Gail Abercrombie of Human Services to attend a conference entitled "Weaving a Tapestry For Children" in Harrisburg, Pa., on May 28-30, 1991 (0) 3.
