Washington County Commissioners
Washington, PA, May 2, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Lou
Lignelli, Director of Administration; Bill Sember, Director of Planning; Duane Kavka,
Director of Human Services; Roland Bourke and Bob Kidd, Redevelopment Authority; Dave
Suski, JTPA Director; Coroner Jackson; Francis Pettit, Executive Assistant; Barb Davis,
Administrative Assistant; Brooks Robinson, Executive Director, Regional Industrial
Development Corporation (RIDC); Floyd Laubham, Planning Commission; Mary Lynn Spilak,
Debbie DeStefano and Angie Alampi, Aging Services; Ray Kasparek, Chairperson, Area
Agency on Aging Advisory Council; reprresentatives of the Area Agency on Aging; a group
of senior citizens; Bill Prentice, Property and Supplies; Lee Bowers, Williard Wilson,
Algie Solomon&, Clay Young and J.P. Moody, officials from Hampton County, South
Carolina; Stan Kirkland, counsel for Chambers Development Company; Jon Stevens,
Observer -Reporter; Barbara Loeper, WKEG; and Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 347.

Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute No. 347 as

SPECIAL ORDER OF BUSINESS
Roland Bourke, Executive Director of the Redevelopment Authority, presented
to the Board for their consideration and approval a Resolution approving the proposed
disposal by the Redevelopment Authority of the County of Washington of Disposition
Parcel No. 22 in the Southpointe Project, situate in Cecil and North Strabane
Townships, Washington County, Pennsylvania, to Regional Industrial Development
Corporation of Southwestern Pennsylvania.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
(Brooks Robinson, Executive Director of RIDC, commented on the development of this
project.)
Commissioner Mascara read a Proclamation designating the month of May as
"Older Americans Month".

Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
(The Commissioners presented the Proclamation to Ray Kasparek, Chairperson, AAA
Advisory Council.)
Chairman Mascara introduced the following officials from Hampton County,
South Carolina, who were visiting the area: Lee Bowers and Williard Wilson,
Councilmen, Algie Solomons, County Attorney, Clay Young, County Administrator, J. P.
Moody, Sheriff's Department and Stan Kirkland, local counsel for Chambers Development
Company.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Office Supplies for Washington
County continue to be tabled for review.
Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids
as per above.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Solicitor Bassi recommended that the bids for a Rebuilt Dishwasher for the
Washington County Health Center be awarded to Fountain Products, Inc., of Bethel Park,
Pennsylvania, in the amount of $13,200.00, being the lowest bid in total.
Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above;
this being the lowest bid received in accordance with specifications.

Motion carried unanimously.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Extension to the Agreement with Diversified Health Services which provides for
Diversified Health Services to continue to deal with reimbursement issues, revenue
enhancement issues and proposed State regulations relative to the Washington County
Health Center. The cost of these additional services will not exceed $10,000.00.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Extension to the
Agreement as per above.

Advertising Agreements with the Valley Independent and Observer -Reporter for
distribution of the County's Newsletter four times a year.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Advertising
Agreements as per above.

Chief Clerk presented to the Board for their consideration and approval the
following travel requests:

Court Administrator's Office to attend the 1991 Pennsylvania
Association of Court Management Annual Conference in White Haven,
Pa., on June 2-4, 1991
(0) 2. All Caseworkers and Supervisors of Children and Youth to attend
(Reimbursable) a workshop entitled "Dealing with Resistant Clients" in the
Courthouse Square Office Building on May 15, 1991
(0) 3. John Sim and Janice Necciai of Children and Youth to attend a
(Reimbursable) conference entitled "Taking the Initiative: Making the System Work
for Children" sponsored by the Mental Health Association of
Washington County at the Holiday Inn Meadow Lands on May 10-11,
