PALUSO, COMMISSIONERS _ .. _« Minute No. 349 Washington County Commissioners Washington, PA, May 9, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara and Paluso. Absent being: Commissioner Petrosky, who was out of town. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Assistant Solicitor Emery; Bill Sember, Director of Planning; Dave Suski, JTPA Director; Coroner Jackson; Francis Pettit, Executive Assistant; Terri Bartosh, Highway Safety Coordinator; Attorney Eric Held; Robert Fuller, member of the Washington County Hospital Authority; William Stewart and Henry Levith, representatives of the Community Medical Center of Northwest Washington County, Inc.; Melanie Thomas -Finney, Planning Commission; Bill Prentice, Property and Supplies; Jon Stevens, Observer -Reporter; Barbara Loeper, WKEG; Colleen Gentilcore, Herald Standard; Bob Gardner, Valley Independent; and Jim Jefferson and Nicole DiNardo, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 348. written. Moved by Mr. Paluso, seconded by Mr. Mascara, approving Minute No. 348 as Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS At this time, the Board of Commissioners, in conjunction with the Washington County Industrial Development Authority, held a public hearing (TEFRA) for the purpose of accepting public comments on a revised bond issue for the M. C. Arnoni Company for its solid waste and associated waste management project. Attorney Eric Held, Solicitor for the Washington County Industrial Development Authority, explained that the company's original bond issue was in the amount of $12,000,000 which was approved by the Department of Commerce; however, when the DER permitting was approved, DER required expansion of the project. This requirement has increased the project costs to $17,000,000. There were no public comments on the revised bond issue. Attorney Eric Held, Solicitor for the Washington County Hospital Authority, requested the Board's adoption of a Resolution in connection with the project of the Community Medical Center of Northwest Washington County, Inc. William Stewart and Henry Levith, representatives of the Community Medical Center of Northwest Washington County, Inc., briefly explained the project. Moved by Mr. Paluso, seconded by Mr. Mascara, adopting a Resolution in connection with the project of the Community Medical Center of Northwest Washington County, Inc. 112 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. Attorney Held also requested the Board's adoption of a Resolution in connection with the project of the Reading Hospital and Medical Center located in Reading, Pennsylvania. Moved by Mr. Paluso, seconded by Mr. Mascara, adopting a Resolution in connection with the project of the Reading Hospital and Medical Center. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Bill Sember, Director of Planning, gave the Board a status report concerning the eventual construction of the interchange on Interstate 79 at the County's Southpointe Development Project. Commissioner Mascara read a Proclamation designating the week of May 12-18, 1991, as "Child Passenger Safety Awareness Week". Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. (The Commissioners presented the Proclamation to Terri Bartosh, Highway Safety Coordinator.) OLD BUSINESS Solicitor Bassi recommended that the bid for Docket Books be awarded to Badzik Printing Service, Inc., of Donora, Pennsylvania, in an amount not to exceed $6,703.85. Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bid as per above; this being the only bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for Office Supplies for the period of May 9, 1991 through October 31, 1991, be awarded to the following vendors based on the "per unit" costs submitted in their bid proposals: Curry Corporation, Pittsburgh, PA Slagle's Business Systems, Washington, PA Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Western Center Dairy Barn Demolition Project NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Letter of Understanding with Southwest Services, Inc., through its FreeWheelers Program, for the provision of free handicap bus transportation services for residents of the Health Center who are confined to wheelchairs. The term is July 1, 1991 through June 30, 1992. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Letter of Understanding as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their cons-ideration and approval a Provider Agreement with Michelle Vingas Family Day Care Home of Monessen, Pennsylvania, for the purpose of providing day care services to eligible clients. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Provider Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Solar Testing Laboratories, Inc., of Pittsburgh, Pennsylvania, for asphalt testing services in connection with the Taxiway and Runway Rehabilitation Project at the Airport. The amount of the agreement is $3,800.00. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Agreement as per above, contingent upon final State and FAA approval; and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval an Amendment to the Agreement with DER relative to the Act 101 Municipal Waste Management Plan. The amendment provides for budget line item revisions with no changes in the total cost. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Amendment as per above. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Amendment as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with National Underground Storage, Inc., for the storage of microfilm records in the Recorder of Deeds Office. The Addendum provides for the effective date of the agreement to be retroactive to January 1, 1984, and for the payment of an outstanding invoice in the amount of $561.09. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Addendum as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously.
