Washington, PA, May 16, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Bill
Sember, Director of Planning; Dave Suski, JTPA Director; Joe Giecek, Director of Parks
and Recreation; Roland Bourke, Executive Director, Redevelopment Authority; Francis
Pettit, Executive Assistant; Linda Bell and Myra Bernhart, JTPA Office; Bob Kidd,
Redevelopment Authority; Wayne Fleming, Director of Revenue; Barb Davis, Administrative
Assistant; Bill Prentice, Property and Supplies; Jon Stevens, Observer -Reporter;
Barbara Loeper, WKEG; Colleen Gentilcore, Herald Standard; Bob Gregg and Scott
Herrington, WJPA.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and noted that approval of Minute No. 349 would be held in abeyance.
SPECIAL ORDER OF BUSINESS
Roland Bourke, Executive Director of the Redevelopment Authority, presented
to the Board for their consideration and approval a Resolution approving the proposed
disposal by the Redevelopment Authority of the County of Washington of Disposition
Parcel No. 16A, in the Township of Cecil, Southpointe Plan of Lots, to Triline
Associates, Inc., of Pittsburgh, Pennsylvania.
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Resolution.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Roland Bourke, Executive Director of the Redevelopment Authority, presented
to the Board for their consideration and approval a Resolution authorizing the
Redevelopment Authority of the County of Washington to enter into an Option to Purchase
Agreement with Triline Associates, Inc., of Pittsburgh, Pennsylvania, for the
development of Disposition Parcel No. 16 in the Southpointe Project, situate in Cecil
and North Strabane Townships, Washington County, Pennsylvania.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution.

Motion carried unanimously.
Dave Suski, Director of JTPA, Bill Sember, Director of Planning, and Joe
Giecek, Director of Parks and Recreation, announced that their departments will be
conducting flood control projects this summer on sections of Chartiers Creek, Burgett&

Fork and Pike Run through the Summer Youth Service Corps Program. The funding will
come from a $30,000 grant from the Pennsylvania Conservation Corps.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Meat and Produce for the month
of June be awarded to the following vendors for the per unit costs submitted in their
bid proposals:
Meat:
Green Valley Packing Company, Claysville, PA
Kraft/Behrhorst, Bridgeville, PA
Deaktor/Sysco, Harmony, PA
Produce:
Total award to Deaktor/Sysco, Harmony, PA,
being the lowest bid in total.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per
above; these being the lowest responsible bids received in accordance with
specifications.

CORRESPONDENCE
Chief Clerk made available to the news media News Releases relative to the
following projects:
1. Street Improvement Projects - Canton Township and
West Alexander and West Middletown Boroughs
2. Mid Mon Valley Enterprise Zone
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Pennsylvania Department of Public Welfare for operation of the LMA
Day Care Program for FY91/92 at a maximum contract amount of $929,635.00.

Chief Clerk presented to the Board for their consideration and approval a
Grant Agreement with the Pennsylvania Department of Agriculture for the County's
participation in the State Food Purchase Program for FY91/92.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Grant Agreement
as per above and designating the Washington -Greene Community Action Corporation as the
Lead Agency for administering the program.

Chief Clerk presented to the Board for their consideration and approval an
Amendment to the Agreement between the Children and Youth Social Service Agency and the
Washington -Greene Drug and Alcohol Planning Commission which provides for a
continuation of drug and alcohol assessment and treatment services for children and
families who are receiving child abuse or general protective services under the
PennFREE Program. The amendment extends the agreement through June 30, 1991, and
provides for additional funding in the amount of $1,297.00.

Chief Clerk presented to the Board for their consideration and approval a
Rental Agreement with Central Cab Company of Waynesburg, Pennsylvania, for the rental
of three 10-passenger vans for the JTPA Program to transport summer youth to various
job sites for the period of June 10 through August 16, 1991. The rental cost will be
$0.55 per mile, with the County being responsible for all fuel and oil.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Rental Agreement
as per above and authorizing the Chairman of the Board to so execute.
