PALUSO, COMMISSIONERS Minute No. 351 Washington County Commissioners Washington, PA, May 23, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Assistant Solicitor Emery; Linda Hands, Clerk -Steno II; Duane Kavka, Director of Human Services; Jim Henry, Director of Children and Youth; Roland Bourke, Executive Director, Redevelopment Authority; Francis Pettit, Executive Assistant; Coroner Jackson; Marilyn Bosley and a group of students from the Ringgold High School Academic Team; Jon Stevens, Observer -Reporter; Barbara Loeper, WKEG; Colleen Gentilcore, Herald Standard; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and noted that approval of Minute Nos. 349 and 350 would be held in abeyance. SPECIAL ORDER OF BUSINESS Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the FY 1991 Community Development Block Grant Program and filing of the Final Statement of Community Development Objectives and Projected Use of Funds. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Mr. Bourke also presented to the Board for their consideration and approval a Resolution accepting the Fair Housing Analysis and approving the Fair Housing Recommendations. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chairman Mascara read a Proclamation recognizing the Ringgold High School Academic Team. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. �22 MINUTE BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR , EDWARD M. PALUSO, COMMISSIONERS (The Commissioners presented the Proclamation to Marilyn Bosley, Teacher/Coach, and certificates to the members of the Academic Team consisting of Michael Lewis, Leah Ruslen, Nicole Estock, Carla Buckhart and Chad Viscusi. OLD BUSINESS Assistant Solicitor Emery recommended that the bids for Lumber for the period of June 2, 1991 through November 30, 1991, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Donora Lumber Company Donora, PA West Elizabeth Lumber Company Elizabeth, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media a News Release relative to the following project: 1. East Bethlehem Recreational Improvements Project NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Amended Pre -Expenditure Plan for the Medical Assistance Transportation Program. The County has been allocated an additional $7,000.00, which increases the total grant amount from $292,500.00 to $299,500.00 for FY90/91. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Amended Pre - Expenditure Plan as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Request for Waiver of Regulation to be submitted to the Department of Public Welfare for the Children and Youth Program The Waiver addresses the issues of (a) 1/30 case management ratio; (b) development of family service plans and service plan updates; and (c) provision of social services to status offender population. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the Request for Waiver of Regulation as per above; and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 123 MINUTE BOOK .. BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. Terri Bartosh and Colleen Martos of Highway Safety to (Reimbursable) attend a Regional Meeting in Erie, Pa., on June 6-7, 1991 (R/0) 2. Bracken Burns, Director of Emergency Management Services, and (Reimbursable) Francis Pettit, Executive Assistant, to attend the 1991 Governor's Conference on Emergency Management sponsored by the Pennsylvania Emergency Management Agency (PEMA) in Harrisburg, Pa., on June 10- 11, 1991 (0) Optional (R) Required Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. ANNOUNCEMENTS Chief Clerk announced that the County Offices would be closed on Monday, May 27th, for Memorial Day.
