PALUSO, COMMISSIONERS Minute No. 356 Washington County Commissioners Washington, PA, June 13, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Assistant Solicitor Emery; Linda Bell, Assistant JTPA Director; Francis Pettit, Executive Assistant; Roland Bourke, Executive Director, Redevelopment Authority; Duane Kavka, Director of Human Services; Jon Stevens, Observer -Reporter; and Colleen Gentiicore, Herald Standard. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 353. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 353 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving an Application for a Rental Rehabilitation Program. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media News Releases relative to the following projects: 1. DCA Grant - Mon Valley Enterprise Zone Program 2. Wall Street Bridge Replacement Project - City of Monongahela NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Try -Again Homes, Inc., relative to the IV-E Independent Living Program. The Addendum provides for a supplemental allocation of $6,000.00 for this program. above. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Purchase of Service Agreements as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Change Order No. 2 to the contract with Nello Construction Company relative to the construction of a sand storage building at the Washington County Airport. The Change Order provides for an extension of time (34 days) for completion of the project. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Change Order as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a recommendation to accept the following proposals for the sale of used county vehicles: Vehicle Model Highest Bid Individual 1983 Chevy Impala $ 275.00 Sam Secreti, Cecil, PA 1979 Ford Fairmont $ 221.39 Wayne Kuhns, Claysville, PA 1984 Dodge $ 213.00 Sam Secreti, Cecil, PA 1985 Ford LTD $ 351.00 Sam Secreti, Cecil, PA TOTAL $1,060.39 above. Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposals as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of surplus personal property consisting of a 1985 Ford LTD Crown Victoria and a 1979 Chevy Impala. Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Modification to Agreement with the Washington School District which increases the amount of the contract by $2,026.00, to a total of $22,026.00, in order to create a position as worksite supervisor and add preparatory days to the positions of lead teacher and practical academics teacher. 2.
