Washington County Commissioners
Washington, PA, June 27, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Assistant Solicitor Kathy Emery; Francis Pettit,
Executive Assistant; Linda Hands, Clerk -Steno II; Linda Ritzer, Observer -Reporter; Jim
Jefferson, WJPA; and Barbara Loeper, WKEG.
Chairman Mascara called the meeting to order at approximately
10:00 a.m. and entertained a motion to approve Minute No. 355.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 355 as
written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
CORRESPONDENCE
Chief Clerk made available to the news media a News Release relative to the
following project:
1. Installation of Telecommunications Device for the Deaf
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
proposal from John S. Milinovich and Associates of Washington, Pennsylvania, to audit
the Washington -Greene Drug and Alcohol Program for FY90j91 for a fee of $4,000.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal as per
above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Slogick Computer Consultants of Bentleyville, Pennsylvania, for the
provision of maintenance and consulting services for the pharmacy software system at
the Washington County Health Center. The services will include a maximum of four hours
of consulting time per month at a cost of $125.00 per month.

Chief Clerk presented to the Board for their consideration and approval a
Pre -Expenditure Plan for the Medical Assistance Transportation Program for the grant
period of July 1, 1991 through June 30, 1992, in the amount of $326,986.00.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Pre -Expenditure
Plan as per above.

Chief Clerk presented to the Board for their consideration and approval the
following two Applications for allocations of County Liquid Fuels Tax Funds:

1. Smith Township - $4,000.00 - for general road
maintenance
2. Canonsburg Borough - $5,000.00 - for general
street maintenance

gasoline, if necessary. It was explained that the present supplier, Agway Petroleum
Corporation, made a company decision to switch from an attendant system to a card
system which is not in conformance with the bid specifications and contract. The
County and Agway have been discussing this matter, and if an acceptable alternative
method of serving the County can not be reached, then it will be necessary for the
County to rebid.
Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to
readvertice for bids, if necessary, as per above.

Chief Clerk presented to the Board for their consideration and approval a
proposal from McDonald Associates of Charleroi, Pennsylvania, to provide cursory bridge
Inspections on approximately 120 bridges throughout the County of Washington for an
amount of $3,400.00. The inspections will be performed in accordance with the
Pennsylvania Department of Transportation's requirements.

Chief Clerk presented to the Board for their consideration and approval the
following Jail Physician Agreements, effective July 1, 1991:
1. Fred Landenwitsch - increase his present contract from
$420.00 per month to $470.00 per month
2. Brenda Walther - new agreement at the rate of $470.00 per month
3. Bruce Maskarinec - new agreement at the rate of $460.00 per month
It was noted that Dr. Charles Hurlburt and Dr. David Rosenberg are resigning, effective
July 1, 1991.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Jail Physician
Agreements as per above.

Chief Clerk made the following announcements:
1. The County Offices will be closed on Thursday, July 4th,
for the Fourth of July holiday. -
2. Due to the July 4th holiday, the Agenda and Board Meetings
scheduled for July 3rd and 4th have been cancelled.
Assistant Solicitor Emery presented to the Board for their consideration and
approval the following tax refunds.
