MASCARA, METRO PETROSKY, JR, EDWARD M. PALUSO, COMMISSIONERS Minute No. 357 Washington County Commissioners Washington, PA, July 11, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Duane Kavka, Director of Human Services; Francis Pettit, Executive Assistant; Linda Ritzer, Observer -Reporter; Colleen Gentilcore and Casey Swaney, Herald Standard; Jim Jefferson, WJPA; J. Kujawa, WKEG; and Ray Williams of Bentleyville. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 356. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 356 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bid for Reusable Underpads for the Washington County Health Center for the period of July 11, 1991 through December 31, 1991, be awarded to Universal Textile & Supply Corporation of Pittsburgh, Pennsylvania, for the per unit costs submitted in its bid proposal. Item #1 - Underpads @ $122.80 per dozen Est. Qty. - 200 Doz. = $24,560.00 Item #2 - Wheel Chair Underpads @ $31.90 per dozen Est. Qty. - 25 Doz. = $797.50 Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the only bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an updated EMS Operation Plan and Application for Provisional Certification of a Hazardous Materials Response Team to be submitted to the Pennsylvania Emergency Management Agency. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the Operation Plan and Application as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Agreements with the following providers relative to the Drug and Alcohol Program for FY91/92: The C.A.R.E. Center, Inc. VISION: Comprehensive Addiction Prevention Services Comprehensive Substance Abuse Services of SWPA, Inc. Greenbriar Treatment Center Gateway Rehabilitation Center Cove Forge Freedom of Monongahela Butler A Center Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreements as per above, subject to program funding from the State. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Agreements with the following providers relative to HUD's Emergency Shelter Grant Program for FY91/92: 1. Southwestern Pa. Human Services, Inc. - to provide homeless prevention activities to homeless and near -homeless residents in the amount of $10,000 2. Washington Women's Shelter - to provide emergency shelter to victims of domestic violence in the amount of $15,000 3. Washington County Housing Authority - to provide emergency shelter for homeless families in the amount of $67,150 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreements as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation to reappoint the following individuals to the Southwestern Pennsylvania AAA Advisory Council for two-year terms, effective July 1, 1991 through June 30, 1993: Ann Suhon of Avella to the Southwestern Pennsylvania AAA Advisory Council Raymond Williams of Bentleyville to the Southwestern Pennsylvania AAA Advisory Council Wilma Toth of Burgettstown to the Southwestern Pennsylvania AAA Nutrition Council Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing reappointments. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval an Aircraft Hangar Tiedown Lease with David and Gail Ruminski of Oakdale, Pennsylvania, at the rental rate of $35.00 per month, effective July 1, 1991. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Aircraft Hangar Tiedown Lease as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Change Order No. 1 to the contract with Dick Enterprises relative to the Washington County Airport Runway and Taxiway Rehabilitation Project. The Change Order increases the contract amount by $4,836.00 and is for the furnishing of a new twelve -foot windcone assembly. The cost to the County will be $241.80. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Change Order as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval the following two real estate appraisal proposals for county property situate in South Strabane Township in connection with the Rural Abandoned Mine Reclamation Project (RAMP): 1. A. E. Cuneo Real Estate of Canonsburg Amount: $600.00 2. Guidos Real Estate of Washington Amount: $500.00 Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposals as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Modification to Agreement with Western Area Vo-Tech which increases the amount from $23,959 to $26,890 to allow for an increase in the instructional day from 6 hours to 7 hours and also for an increase in the cost of travel 2. Agreement with the Department of Development of the County of Allegheny for the provision of reimbursement to employers for on-the-job training positions for eligible participants for FY91/92 for an amount not to exceed $10,000 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the JTPA items as per above. Chief Clerk presented to the Board for their consideration and approval a Postage Meter Rental Agreement with Pitney Bowes for the postage machine located in the Domestic Relations Office at a cost of $53.00 per month, effective August 1, 1991. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Postage Meter Rental Agreement as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a Grant Agreement in the amount of $14,000.00 with the Pennsylvania Commission on Crime and Delinquency for FY91/92 for the Electronic Monitoring/Home Detention Program. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Grant Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation that the Board support resolutions adopted by the Pennsylvania State Association of County Commissioners (PSACC) and the Greene County Commissioners which endorse the passage of legislation to remove the welfare lien in Pennsylvania. per above. John Abraham of the District Attorney's Office to attend a meeting (Reimbursable) of the Victim/Witness Coordinators Network of Western Pennsylvania in Beaver, Pa., on July 19, 1991 (R) 3. Steven Tkach, Shelley Homme and Shellie Smith of Adult Probation who attended a DUI Instructor Certification Training Workshop in Warrendale, Pa., on July 9, 1991 (0) 4.
