Washington County Commissioners
Washington, PA, July 25, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Coroner
Jackson; Dennis Martinak, Planning Commission; Cathy Hansen, LMA Day Care Director;
Francis Pettit, Executive Assistant; Lorraine Grimm and a group of children from
Kathy's Day Care; Joseph Heisler of Carroll Township; Bill Prentice, Property and
Supplies; Floyd Laubham, Planning Commission; Jon Stevens, Observer -Reporter; Casey
Swaney, Herald Standard; Jim Jefferson, WJPA; and Jenifer Kujawa, WKEG.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 358.

Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 358 as

SPECIAL ORDER OF BUSINESS
The Commissioners welcomed Lorraine Grimm and a group of children from
Kathy's Day Care and presented to them a children's dictionary for their library.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Kitchen and Housekeeping
Supplies for the period of August 1, 1991 through January 31, 1992, be awarded to the
following vendors for the per unit costs submitted in their bid proposals:
Art Snyder Sanitary Supplies, Uniontown, PA
AGF Janitorial Supplies, Pittsburgh, PA
A-Z Janitorial Supply, Washington, PA
Jack Frye Sales & Service, Clairton, PA
Joseph Gartland, Inc., Gloucester City, NJ
Interboro Packaging Corp., Monroe, NY
Kraft Food Service, Bridgeville, PA
Marstan Industries, Philadelphia, PA
Restoro Polish, Pittsburgh, PA
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per
above.
REMARKS: It was noted that certain items were not awarded to the lowest bidder as they
did not meet the specifications.

Solicitor Bassi recommended that the bids for Automatic Electric Door Openers
for the WCHC continue to be tabled for review.
Moved by Mr. Petrosky, seconded by Mr. Paluso, to continue to table the bids
as per above.

Motion carried unanimously.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the
Washington -Greene MH/MR Plan for FY92/93 to be submitted to DPW. It was noted that the
Plan requests an increase in State funding of approximately $1.5M due to the possible
closing of Woodville State Hospital.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the
Washington -Greene MH/MR Plan as per above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with John S. Milinovich and Associates of Washington, Pennsylvania, to audit
the Washington -Greene MH/MR Program for FY90/91 at a cost of $16,850.00.

Chief Clerk presented to the Board for their consideration and approval a
request from Hayden Funeral Home of Burgettstown, Pennsylvania, for burial expense
reimbursement of a deceased indigent county resident (Emile A. Prevost) in the amount
of $300.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving payment of $300.00
to Hayden Funeral Home as per above; this action being in accordance with Section 2166
of The County Code.

Chief Clerk presented to the Board for their consideration and approval a
recommendation from Judge Gilmore for the County to participate in the Child Support
Employee Incentive Program for calendar year 1990 which will provide each DRS employee
a $250.00 incentive payment. It was noted that the incentive payments will be made
directly to DRS employees by the State.
Moved by Mr. Petrosky, seconded by Mr. Paluso, to participate in the Child
Support Employee Incentive Program for calendar year 1990 as per above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement in the amount of $8,500.00 with the Southwestern Pennsylvania Corporation in
connection with the FY91/92 Unified Planning Work Program.

Chief Clerk presented to the Board for their consideration and approval an
Intermediate Punishment Plan to be submitted to the Pennsylvania Commission on Crime
and Delinquency for Act 71 Funding Qualification.
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing submission of the
Intermediate Punishment Plan as per above.

Chief Clerk presented to the Board for their consideration and approval the
following travel requests:
(R) 1. Robin Griffith and Cathy Dames of Juvenile Probation to attend
(Reimbursable) the 1991 Abraxas Experience Workshop in Clarion, Pa., on
August 7-9, 1991
(0) 2. Jacqueline Forte and Kathleen Leadbitter of Children and Youth to
(Reimbursable) attend a Western Region Children and Youth Fiscal Administrators
Meeting in Pittsburgh, Pa., on September 19-20, 1991

requests and authorizing payment of all necessary expenses related thereto.

(or Tax Claim Bureau) be authorized to prepare the following tax refund due to either
duplication or overpayment of real estate or personal property tax:

A bid bond in the amount of $7,362.00 accompanied the bid.

Motion carried unanimously.
There being no further business, Chairman Mascara declared the meeting
