Also being present: Chief Clerk Dallatore; Solicitor Bassi; Stephanie Parish, Secretary; Dave Suski, JTPA Director; Jim Henry, Director of Children and Youth; Roland Bourke and Bob Kidd, Redevelopment Authority; Coroner Jackson; John Swiatek, Tom Chaffee and Bob Sabot of The Meadows; Richard White, Washington Federal Savings Bank; Floyd Laubham, Planning Commission; Bill Prentice, Property and Supplies; Linda Ritzer, Observer -Reporter; Casey Swaney, Herald Standard; Jim Jefferson, WJPA; and Jenifer Kujawa, WKEG. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 359. written. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 359 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the proposed disposal by the Redevelopment Authority of the County of Washington of Disposition Parcel No. 1 in the Pike Street Redevelopment Project, Area X, in the Borough of Canonsburg. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution approving the proposed disposal by the Redevelopment Authority of the County of Washington of Disposition Parcel No. 2 in the Pike Street Redevelopment Project, Area XII, in the Borough of Canonsburg. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Roland Bourke, Executive Director of the Redevelopment Authority, presented to the Board for their consideration and approval a Resolution authorizing the Redevelopment Authority of the County of Washington to file an Application for State Redevelopment Assistance in the amount of $285,000 and further authorizing the County of Washington to enter into and execute a Cooperation Agreement with the Redevelopment Authority of the County of Washington in connection with the Main Street Public Site Improvements Project in the City of Monongahela, Pennsylvania. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Commissioner Mascara read a Proclamation declaring the week of August 6-11, 1991, as "Adios Week". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to John Swiatek, General Manager of The Meadows. OLD BUSINESS Solicitor Bassi recommended that the bid for Automatic Electric Door Openers for the Washington County Health Center be awarded to Automatic Door Enterprises, Inc., of Beaver Falls, Pennsylvania, in the amount of $9,070.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the lowest responsible bid in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for Gasoline for the County of Washington be rejected and readvertised for a six-month period. Moved by Mr. Petrosky, seconded by Mr. Paluso, rejecting the gasoline bid as per above; and authorizing the Chief Clerk to readvertise for bids. Roll call vote taken: Mr, Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Agreements with the following providers relative to the LMA Day Care Program for FY91/92: 171 Catherine Bayus, Washington, PA Sandra Boyd, Coal Center, PA Darleta Clayton, Meadowlands, PA Pigtails and Inkwells, Strabane, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreements as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the Children and Youth FY92/93 Plan and Budget to be submitted to DPW in the total amount of 15,901,924,00. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving submission of the Children and Youth FY92/93 Plan and Budget as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from L. W. Miller Roofing, Inc., of Washington, Pennsylvania, in the amount of $9,150.00 to repair the Courthouse dome roof (south and east elevations). Moved by Mr. Paluso, seconded by Mr. Petrosky, accepting the proposal as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation to appoint the following individuals to the Henry House Study Committee: Jon McCormick, Bentleyville, PA Roy Sarver, Washington, PA Harry Henry, Finleyville, PA Mary Jo Brown, Avella, PA Marvin Caldwell, Monongahela, PA Gwendolyn Simmons, Monongahela, PA Henry McAmbley, Washington, PA Joseph Giecek and Vicki Hladik Bryan, Parks and Recreation Department Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing appointments. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval an Agreement with On -the -Job Training, Inc., in the amount of $8,000.00 to serve five (5) veteran participants. The funding will be from Title IV-C. The term will be August 1, 1991 through June 30, 1992. above. Chief Clerk presented to the Board for their consideration and approval the following travel request: (0) 1. Commissioners and Max Morgan, Economic Development Coordinator, to attend meetings of the Mon Valley Tri-State Network, Inc., to be held at various locations (0) Optional Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel request and authorizing payment of all necessary expenses related thereto. ANNOUNCEMENTS Chief Clerk announced that the Agenda and Board Meetings scheduled for August 7-8, 1991, have been cancelled due to the Commissioners' attendance at the PSACC Conference in Reading, Pennsylvania.
