"® Minute No. 362 Washington County Commissioners Washington, PA, August 22, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Assistant Solicitor Emery; Stephanie Parish, Secretary; Dave Suski, JTPA Director; Coroner Jackson; Controller Belcastro; Mike Namie, Deputy Controller; Bobbi Jo Sedman, summer employee; Pennsylvania Miss American Princess; Pony Princess Queen and contestants; Fair Queen, Fair Princess and contestants; Miss Mid -Mon Valley contestants; Floyd Laubham, Planning Commission; Jon Stevens, Observer -Reporter; Casey Swaney, Herald Standard; Jim Jefferson, WJPA; C. Caldwell, WKEG; and Jerry Bunda, Imperial Land Corporation. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 361. written. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 361 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Rainey Road Improvements Project - Somerset Township NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval the following Homeless Assistance Program proposals to be submitted to DPW for FY91/92: Bridge Housing $ 48,292.00 Homeless Case Management $ 25,000.00 Housing Assistance $ 46,675.00 TOTAL $119,967.00 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the Homeless Assistance Program proposals as per above. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval an Agreement between the Washington -Greene Drug and Alcohol Planning Commission and the Children and Youth Social Service Agency in the amount of $35,134.00 for FY91/92 for the provision of drug and alcohol services to needy Child Protective Service and General Protective Service clients. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Military Leave of Absence Policy which provides for continued medical benefits, life insurance and partial wages for a period of twelve months as opposed to six months. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Addendum as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the contract with McDonald Associates Engineering in connection with the inspection of ten water storage dams. The Addendum provides for yearly inspections at a cost of $185.00 per dam. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Addendum as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request from PennDOT for the County to donate approximately .2391 acres of property located in Chartiers Township which is needed by PennDOT for the Arden Bridge Replacement Project. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the request of PennDOT as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with the Pennsylvania State Armory Board for the rental of hangar space at the Washington County Airport at an annual rental rate of $7,955.00, effective April 1, 1991. 182 as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Change Order to the contract with R. G. Friday Company relative to the WCHC Lintel Repair Project. The Change Order increases the contract cost by $6,729.00 and is for additional construction necessary for repairs to the solarium. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Change Order as per above and authorizing the Chairman of the Board to so execute. Relative to the JTPA Program, Chief Clerk presented to the Board for their consideration and approval an Agreement with California University for the provision of classroom training for one coal miner participant for the period of August 23, 1991 through June 30, 1992, at a cost of $4,894.00. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of surplus personal property consisting of four medicine storage cabinets located at the Health Center. Chairman Mascara briefly commented on the announcement made this morning by the Southwestern Pennsylvania legislative delegation concerning State funding for new highway construction which includes funds to (1) build a toll road linking Washington County to Greater Pittsburgh International Airport; and (2) for the Mon -Fayette Expressway which will extend from Pittsburgh to Interstate 68 near Morgantown, West Virginia. Commissioners Petrosky and Paluso each briefly commented on this matter.
