Washington County Commissioners
Washington, PA, September 5, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Kathy Emery, Assistant
Solicitor/Personnel Director; Linda Hands, Clerk -Steno II; Francis Pettit, Executive
Assistant; Coroner Jackson; Bill Prentice, Property and Supplies; Attorney Eric Held,
Solicitor for the Washington County Hospital Authority; Jon Stevens, Observer -Reporter;
and Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
10:00 a.m. and entertained a motion to approve Minute No. 362.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute No, 362 as
written.

SPECIAL ORDER OF BUSINESS
Attorney Eric Held, Solicitor for the Washington County Hospital Authority,
presented to the Board for their consideration and approval a Resolution in connection
with the Frick Community Health Center Project.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
OLD BUSINESS
Solicitor Bassi recommended that the bid for Gasoline (pumped) be awarded to
Guttman Oil Company of Belle Vernon, Pennsylvania, for the per gallon prices set forth
in its bid proposal, for a period not to exceed six (6) months.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above;
this being the only bid received in accordance with specifications.
REMARKS: Commissioner Petrosky requested that a financial evaluation be done to
determine any costs that the County may have absorbed in terms of the
changeover of gasoline providers.

Solicitor Bassi recommended that the bids for Milk for the Washington County
Health Center and Jail continue to be tabled for review.

as per above.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the
following items relative to the JTPA Program:
1. Modification to Agreement with Duff's Business Institute
from $34,530 to $41,770 which will allow for the addition
of one student in the Paralegal Program
per above.
2. Modification to Agreement with Connelley Skill Learning
Center from $750 to $1,765 which will allow for costs for
Level II of the training which were inadvertently excluded.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Horner-Wible, Inc., CPA's from Greensburg, Pennsylvania, for the purpose
of auditing Diversified Human Services, Inc., in connection with the Washington -Greene
MH/MR Program. The cost of the audit is $5,800.00 and will be shared by Washington,
Greene, Fayette and Westmoreland counties.

Chief Clerk presented to the Board for their ratification the following
Grant -in -Aid Applications and Grant Agreements with the Pennsylvania Board of Probation

1. $117,361 for period of 7/1/91 - 6/30/92
2. $ 14,352 for period of 3/11/92 - 12/31/92

Amendment to the Agreement with Neilan Engineers relative to the WCHC Lintel Repair

not to exceed $15,000.00.
