Washington County Commissioners
Washington, PA, September 12, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Jim Henry, CYS Director; Dave Suski,
Linda Bell and Bernadette Adams, JTPA Office; Linda Hands, Clerk -Steno II; Francis
Pettit, Executive Assistant; Bill Prentice, Property and Supplies; Patsy Calabro,
Chairman, Private Industry Council; Loretta Castana of Charleroi; Floyd Laubham,
Planning Commission; Jon Stevens, Observer -Reporter; C. Caldwell, WKEG; and Scott
Herrington, WJPA.
Chairman Mascara called the meeting to order at approximately
10:00 a.m. and entertained a motion to approve Minute No. 363.
written.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute No. 363 as

SPECIAL ORDER OF BUSINESS
The Commissioners presented a Certificate of Congratulations to Loretta
Castana, recipient of the JTPA Alumna of the Year Award.
OLD BUSINESS
Solicitor Bassi recommended that the bid for Milk for the Washington County
Health Center and the Jail be awarded to the following vendors for the per unit costs
submitted in their bid proposals:
Colteryahn, Pittsburgh, PA
Daisy Lane Dairy, Washington, PA
Hillcrest Dairy, Bentleyville, PA
Schneider's Dairy, Washington, PA
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per
above; these being the lowest responsible bids received in accordance with
specifications.
REMARKS: It was noted that all items will be billed at the Pennsylvania minimum prices
established by the Pennsylvania Milk Marketing Board applicable at the time
said products are delivered and received by the County. The deliveries will
be split equally between the four dairies.

Solicitor Bassi recommended that the bids for Medical Supplies, Maintenance
for Two AT&T Systems 75's and Food and Staples continue to be tabled for review.

CORRESPONDENCE
Chief Clerk made available to the news media a News Release relative to the
following project:
1. Weatherization Program operated by the Washington County Housing
Authority in conjunction with ACTION Housing
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval the
following items relative to the JTPA Program:
1. Agreement with Fayette Institute of Technology in the amount of
$d,868.00 for funding from Title III for one participant to be
trained in Microcomputer Processing during FY91/92
2. Modification to Agreement with Washington School District Title IIB
STEP Program for an increase of $3,000.00 to cover unanticipated
costs in instruction, supervision and training materials
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement and
Modification as per above.

Chief Clerk presented to the Board for their consideration and approval
Addendums to the following Agreements relative to the Children and Youth Program for
FY91/92:
above.
1. A.G.A.P.E. - Addendum provides for total per diem rates
for all programs which were not submitted in original
agreement
2. Holy Family Institute - Addendum provides for an increase
in the total authorization amount from $100,000 to $150,000
to cover anticipated expanded utilization of the program
3. Try -Again Homes, Inc. - Addendum provides for a supplemental
allocation in the amount of $15,000 for the IV-E Independent
Living Program

Chief Clerk presented to the Board for their consideration and approval
a revised Children and Youth Plan and Budget for FY92/93 to be submitted to DPW. It
was noted that a revised budget was being submitted due to a decreased allocation in
the State's final budget and allocation projections for FY92/93.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the
revised Children and Youth Plan and Budget as per above.

Chief Clerk presented to the Board for their consideration and approval a
Renewal Lease with the Flyers Club for property located at the Washington County
Airport for two 10-year periods, effective November 1, 1991 through October 31, 2011,
for the sum of $1.00 per year.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Renewal Lease
as per above.

Chief Clerk presented to the Board for their consideration and approval a
Resolution approving The Associates - National Center for State Courts as an
association/organization concerned with governmental affairs in accordance with
Section 446 of The County Code.
