Washington County Commissioners
Washington, PA, September 26, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Duane Kavka,
Director of Human Services; Kathy Emery, Assistant Solicitor/Personnel Director;
Stephanie Parish, Secretary; Linda Ritzer, Observer -Reporter; Cathy Caldwell, WKEG; Jim
Jefferson, WJPA; and Ray Williams, Bentleyville Senior Citizens.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 365.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 365 as
written.

OLD BUSINESS
Solicitor Bassi recommended that the bid for the Handicapped Operated
Automatic Door System be rejected and readvertised.
Moved by Mr. Petrosky, seconded by Mr. Paluso, rejecting the bid as per above
and authorizing the Chief Clerk to readvertise for bids.

CORRESPONDENCE
Chief Clerk made available to the news media a News Release relative to the
following project:
1. Monongahela Vaughn Chevrolet Demolition and Site Clearance Project
Chief Clerk noted receipt of correspondence from the Administrative Office of
Pennsylvania Courts that the next course of instruction for prospective district
justices will be conducted November 11 - December 7, 1991.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Agreement with University Children's School of California, Pennsylvania, relative to
the LMA Day Care Program for FY91/92.

Addendum No. 2 to the Land Lease with Songer Construction Corporation relative to the
Washington County Airport. The Addendum provides for an increase in the square footage
charge from $0.24 to $0.27 for the period of August 5, 1991 through August 4, 1995.
The annual rental charge will be $5,692.41.

Aircraft Hangar Tiedown Lease with Lawrence J. Krakower of Amity, Pennsylvania, at the
rental rate of $35.00 per month, effective October 1, 1991.

Tiedown Lease as per above.

Chief Clerk presented to the Board for their consideration and approval a
Lease Agreement with Bryan and Sue Pizzi and Charles and Linda Bell for office space
for the Highway Safety Program. The term of the Lease Agreement is October 1, 1991
through September 30, 1992, with an option to renew for an additional year, at a
monthly rate of $775.00. It was noted that this is a $25.00 per month increase from
the current lease which expires September 30, 1991.

Chief Clerk presented to the Board for their consideration and approval a
Reserve Capacity Agreement with the Municipal Authority of Westmoreland County for the
landfill located in Rostraver Township, Westmoreland County. The Agreement is for a
10-year period at a daily reserve capacity of 125 tons per day.

Chief Clerk presented to the Board for their consideration and approval a
recommendation to rescind action taken at the meeting on September 19, 1991 (Per Minute
No. 365, page 201) relative to a Service Agreement with Bell Atlantic Network Services,
Inc., in connection with the recovery of costs from the Judicial Information System.
Chief Clerk explained that subsequent to that meeting, Bell Atlantic provided the
County with updated costs of services based on estimated usage as of September, 1991;
and after a review of those figures, it was determined that the costs could exceed
$10,000.00. Therefore, it was recommended that the Board authorize the advertising of
bids for a remote access users intercept for the Judicial Information System.

relative to the Service Agreement with Bell Atlantic Network Services, Inc., and
authorizing the Chief Clerk to advertise for bids as per above.
