Washington County Commissioners
Washington, PA, October 10, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Petrosky and Paluso. Absent being: Commissioner
Mascara, who was attending contract negotiations involving Cooper Industries. Also
being present: Chief Clerk Dallatore; Assistant Solicitor Emery; Linda Hands,
Clerk -Steno II; Floyd Laubham, Planning Commission; Rabbi Goldman, Steve McCloskey and
Bob Ceisler, representatives of the Beth Israel Congregation; Cathy Caldwell, WKEG; Jon
Stevens, Observer -Reporter; and Scott Herrington, WJPA.
Vice -Chairman Petrosky called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 367.

SPECIAL ORDER OF BUSINESS
Commissioner Petrosky read a Proclamation designating October 11-13, 1991, as
"Beth Israel Congregation Centennial Weekend".
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Rabbi Goldman, Steve
McCloskey and Bob Ceisler, representatives of the Beth Israel Congregation.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Amendment to the Agreement with PennDOT relative to the FY91/92 Senior Citizen Shared
Ride Program. This amendment is necessary because the current agreement references the
Pennsylvania Urban Mass Transportation Law (PUMTL) as program authorizing legislation,
and this law was subsequently repealed on August 5, 1991, by Act 26 of 1991, the new
Public Transportation Law (PTL). The amendment provides for an estimated payment of
$431,665.00 for the period of July 1 through November 30, 1991.

above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Washington County Housing Authority to provide Homeless Case
Management services (start-up and staff training) in the amount of $11,280.00 for the
period of July i through December 31, 1991.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement as per
above.

Chief Clerk presented to the Board for their consideration and approval a
Provider Agreement with the Pennsylvania Department of Public Welfare for the WCHC's
enrollment as a provider in the Medical Assistance Program.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement as per
above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
Provider Agreement with the Happy Face Learning Center of Avella, Pennsylvania, for the
provision of day care services for the period of October 1, 1991 through June 30, 1992.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Provider
Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Mental Health Association of Washington County for the provision of
ombudsman services for mental health individuals, particularly those living in personal
care boarding homes. The agreement is effective November 1, 1991 through June 30,
1992, at a cost of $24,000.00

Chief Clerk presented to the Board for their consideration and approval a
request to approve the WCHC's membership to the Hospital Council of Western
Pennsylvania (Hospital Shared Services/Administrative Resources, Inc./AmeriNet Group)
Purchasing Program which has an annual membership fee of $2,750.00 ($11.00 per bed x
250 beds).
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the WCHC's
membership to the Hospital Council of Western Pennsylvania as per above.

Chief Clerk presented to the Board for their consideration and approval a
proposal submitted by Monaloh Basin Engineers of Pittsburgh, Pennsylvania, in the
amount of $2,100.00 for the provision of engineering services in connection with the
required maintenance work on Pike and Gorby Run (Granville Channel).

Chief Clerk presented to the Board for their consideration and approval a
proposal submitted by GAI Consultants, Inc., of Monroeville, Pennsylvania, in the
amount of $6,573.50 for the purpose of conducting a bridge recordation of the Brevard
Bridge as required by the Pennsylvania Historical and Museum Commission.

Change Order No. 3 to the contract with R. G. Friday Masonry, Inc., relative to the
WCHC Lintel Repair Project. The Change Order is for additional work involving the
front solarium windows and increases the contract price by $29,753.29.

Chief Clerk presented to the Board for their consideration and approval a
Grant Award in the amount of $95,638.00 (federal funds) from the Pennsylvania State
Police for the Drug/Narcotic Task Force Program of the District Attorney's Office. The
Grant Award is for the period of October 1, 1991 through September 30, 1992.
