Minute No. 369 Washington County Commissioners Washington, PA, October 17, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Francis Pettit, Executive Assistant; Dave Suski, JTPA Director; Tom Zibrida, Director of Engineering and Maintenance; George Krcelich, Assistant Director of Human Services; Steve Shaner, Executive Director of the Drug and Alcohol Program; Jim Henry, Director of Children and Youth; Linda Hands, Clerk -Steno II; Floyd Laubham, Planning Commission; Bill Prentice, Property and Supplies; Cathy Caldwell, WKEG; Linda Ritzer, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 368. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute No. 368 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Mascara read a Proclamation designating October 21-26, 1991, as "Red Ribbon Week for a Drug -Free America". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Steve Shaner, Director of Drug and Alcohol. Jim Henry, Director of Children and Youth, advised the Board that the County has received a substantial award from DPW in the amount of $125,000.00 through a Child Abuse and Family Service Grant. He noted that Washington County was one of twenty-one projects throughout the State to receive funding. The intent of the grant award is to provide treatment services to victims of child abuse. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media News Releases relative to the following projects: 1. Palmer Park Recreation Improvements Project 2. Speers Borough Code Enforcement Demolition Project 3. Marianna, North Charleroi and West Pike Run Street Improvements Project NEW BUSINESS Chief Clerk requested authorization to advertise for bids for the following: 1. WCHC Laundry Room Ventilation Modifications 2. Estate File Microfilm Retention Program for the Register of Wills Office Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Service Agreement with Shearson Lehman Brothers, Inc., for consulting services in connection with the review and evaluation of the investment policies and performance of the Retirement Fund. The fee for these services is $25,000.00 per year. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Service Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. request to submit the JTPA Preliminary Summer Youth Employment and Training Plan to the Department of Labor and Industry for program year 1992. The preliminary plan's allocation is $505,418.00 and will serve approximately 215 youth. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the JTPA Preliminary Summer Youth Employment and Training Plan as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Consulting Agreement with Oil and Gas Management, Inc., of Mount Pleasant, Pennsylvania, in connection with the preparation of specifications and contracts for the procurement and transportation of natural gas for the County. The cost for these services will be $4,800.00 for a one-year period. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Consulting Agreement as per above and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval maintenance agreement price adjustments from Unisys Corporation for the following equipment, effective November 1, 1991: Current New Equipment Monthly Rate Monthly Rate Burroughs equipment line printers $4,711.40 $4,936.84 Unisys equipment line printers 1,626.07 $1,666.48 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the price adjustments as per above. Shellie Smith and Shelley Homme of Adult Probation to attend the (Reimbursable) D.U.I. State Annual Meeting in Seven Springs on October 21, 1991 (0) 3. Chris Barnhart and Colleen Benard of Aging Services to attend the (Reimbursable) Quad -County Consumer Resources Conference in Uniontown, Pa., on October 17, 1991 (0) 4.
