Washington, PA, October 31, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit, Executive Assistant;
Dave Suski, JTPA Director; Duane Kavka, Director of Human Services; Ron Barshick and
Jan Toomey, MH/MR Office; Lynn Loresch, Mental Health Association; Melanie Thomas -
Finney, Planning Commission; Linda Hands, Clerk -Steno II; Kate Shultz, Executive
Director, Hospice Care, Inc.; Cathy Caldwell, WKEG; Jon Stevens, Observer -Reporter; and
Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 370.

SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation declaring the month of November as
"National Hospice Month".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Kate Shultz, Executive
Director of Hospice Care, Inc.
Duane Kavka, Director of Human Services, and Ron Barshick, MH/MR
Administrator, recommended the Board's approval of a contract with the Pennsylvania
Department of Public Welfare for the provision of mental health services for discharged
patients at Woodville and Mayview State Hospitals. The term of the contract is from
January 1, 1992 to June 30, 1992, at a maximum cost of $337,180.00, which is 100% State
funded.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the contract with
the Pennsylvania Department of Public Welfare as per above.

Automatic Door System at the Courthouse Square Office Building be rejected.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Purchase of Service Agreement with Try -Again Homes, Inc., in the amount of $51,237.00
for intensive probation services for the Juvenile Probation Department.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Purchase of
Service Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with J. R. Kruppa and Associates for the provision of consultative speech and
hearing services at the Washington County Health Center at the rate of $27.00 per hour
(maximum of 30 hours per week), effective November 1, 1991.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per
