Minute No. 371 Washington County Commissioners Washington, PA, October 31, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Francis Pettit, Executive Assistant; Dave Suski, JTPA Director; Duane Kavka, Director of Human Services; Ron Barshick and Jan Toomey, MH/MR Office; Lynn Loresch, Mental Health Association; Melanie Thomas - Finney, Planning Commission; Linda Hands, Clerk -Steno II; Kate Shultz, Executive Director, Hospice Care, Inc.; Cathy Caldwell, WKEG; Jon Stevens, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 370. written. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No, 370 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Mascara read a Proclamation declaring the month of November as "National Hospice Month". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Kate Shultz, Executive Director of Hospice Care, Inc. Duane Kavka, Director of Human Services, and Ron Barshick, MH/MR Administrator, recommended the Board's approval of a contract with the Pennsylvania Department of Public Welfare for the provision of mental health services for discharged patients at Woodville and Mayview State Hospitals. The term of the contract is from January 1, 1992 to June 30, 1992, at a maximum cost of $337,180.00, which is 100% State funded. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the contract with the Pennsylvania Department of Public Welfare as per above. PALUSO, COMMISSIONERS OLD BUSINESS Solicitor Bassi recommended that the bids for the Handicapped Operated Automatic Door System at the Courthouse Square Office Building be rejected. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, rejecting the bids as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media News Releases relative to the following projects: 1. Burgettstown, Cross Creek, Jefferson and Robinson Road Reconstruction Projects 2. Blaine, Claysville, Donegal and West Finley Road Reconstruction Projects 3. Washington Park Removal of Architectural Barriers Project NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Purchase of Service Agreement with Try -Again Homes, Inc., in the amount of $51,237.00 for intensive probation services for the Juvenile Probation Department. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Purchase of Service Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with J. R. Kruppa and Associates for the provision of consultative speech and hearing services at the Washington County Health Center at the rate of $27.00 per hour (maximum of 30 hours per week), effective November 1, 1991. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. James A. Guglielmi of LMA Day Care to attend an IRS Training (Reimbursable) in Pittsburgh, Pa., on October 31, 1991 (R) 2. Gail Abercrombie of Human Services to attend a Children's Intensive (Reimbursable) Case Management (ICM) Training in Pittsburgh, Pa., on November 15, 1991 (0) 3. ANNOUNCEMENTS Chief Clerk announced that all County Offices will be opened on Election Day, Tuesday, November 5th.
