PALUSO, COMMISSIONERS Minute No. 373 Washington County Commissioners Washington, PA, November 14, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Francis Pettit, Executive Assistant; Dave Suski, JTPA Director; Coroner Jackson; Ken Krupa, Airport Manager; Debra Lee Stark, President, Washington County Unit of the American Cancer Society; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Cathy Caldwell, WKEG; and various bidders. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 372. written. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute No. 372 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Mascara read a Proclamation designating November 21, 1991, as the "Great American Smokeout Day". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Debra Lee Stark, President, Washington County Unit of the American Cancer Society. Ken Krupa, Airport Manager, recommended the Board's approval of the following two documents with David R. and Cathy Friend of Pittsburgh, Pennsylvania (Cheyenne Air Service): 1. Land Lease for the construction of a new hangar for an initial term of 25 years at an annual rental rate of $7,357.50 for the first three years of the lease ($0.27/sq. ft. x 27,250 sq. ft). 2. Commerical Agreement for the purpose of conducting a commercial aviation business at the Airport for an initial term of 25 years at a commercial fee of $0.39/sq. ft. for the first four years. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Land Lease and Commercial Agreement as per above, contingent upon final review by the County Solicitor's Office. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. PZ-Au MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR., EDWARD M. PALLISO, COMMISSIONERS OLD BUSINESS Solicitor Bassi recommended that the bids for Meat and Produce be awarded to the following vendors for the per unit costs submitted in their bid proposals: Meat: (Month of December) Green Valley Packing Company, Claysville, PA Kraft/Behrhorst, Bridgeville, PA Deaktor/Sysco, Harmony, PA Jarrell & Rea, Pittsburgh, PA Tri-River Foods, Bethel Park, PA Produce: Total award to Monteverde's, Pittsburgh, PA, being the lowest bid on the per unit cost above the daily Pittsburgh Wholesale Fruit and Vegetable Report. This is a month -to -month contract from December 1, 1991 through February 28, 1992, with the option to renew for an additional month. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk requested authorization to advertise for bids for the following: 1. Transportation of natural gas for county facilities consisting of the Courthouse, Jail, Courthouse Square, Garage and Health Center 2. Four vehicles and a Unitel Intelligence System for the Drug Narcotics Task Force (Note: The number of vehicles is subject to change pending further discussion with the District Attorney.) Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the JTPA Program: 1. Modification to the agreement with Duff's School of Business to add one Paralegal slot in Title III. The contract would increase by $7,240.00 to a total of $8,910.00. 2. Modification to the agreement with Greene County Vo-Tech to add $90.00 in the other cost line item. The purpose of this increase is to cover the costs of a book not included in the original contract. The contract will be increased to a total of $29,148.00. 3. Authorization for the Washington Greene County Job Training Agency to sponsor a SPOC Conference for the Western Region of the Pennsylvania Service Delivery Area Association. The conference will be held February 3-5, 1992. All costs associated with the conference will be reimbursed by the PSDAA. MINUTE BOOK I J G BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. Mary Ann Boone, Assistant District Attorney, to attend a Basic Prosecutor's Course sponsored by the Pennsylvania District Attorneys Institute in Mechanicsburg, Pa., on November 17-22, 1991 (0) 2. Linda Harms of Human Services to attend the 1991 Pair Annual (Reimbursable) Conference in Williamsport, Pa., on November 14-15, 1991 (0) 3. Angie Alampi of Aging Services to attend the CASA Winter Meeting in (Reimbursable) Pittsburgh, Pa., on December 4, 1991 (0) 4. Wayne Fleming, Director of Revenue, to participate in a Panel Meeting on Tax Base Sharing As An Alternative Fiscal Policy in Pennsylvania in Harrisburg, Pa., on November 21, 1991 (R) S.
