Washington, PA, November 21, 1991
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara and Petrosky. Absent being:
Commissioner Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi;
Linda Hands, Clerk -Steno II; Lou Lignelli, Director of Administration; Duane Kavka,
Director of Human Services; Jim Henry, CYS Director; Jim DeBolt and Richard Zimmer,
Washington County Builders Association; Jeannie Simms, American Lung Association;
Melanie Thomas -Finney, Planning Commission; Jon Stevens, Observer -Reporter; Jim
Jefferson, WJPA; Cathy Caldwell, WKEG; and various bidders.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 373.

SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation recognizing the 30th Anniversary of
the Washington County Builders Association.
Moved by Mr. Petrosky, seconded by Mr. Mascara, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Jim DeBolt, President of the
Washington County Builders Association.
Commissioner Petrosky read a Proclamation designating December 1-7, 1991, as
"Christmas Seal Week".
Moved by Mr. Petrosky, seconded by Mr. Mascara, adopting the foregoing
Proclamation.

Motion carried unanimously.
The Commissioners presented the Proclamation to Jeannie Simms of the American
Lung Association.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Office Supplies for the period
of November 1, 1991 through April 30, 1992, be awarded to the following vendors for the

specifications; and authorizing the Chief Clerk to re -advertise for bids for certain
items as per above.
REMARKS: It was noted that all items have been awarded to the lowest bid on the per
unit cost except for disks which have been awarded to the second lowest bid.
Samples disks provided by the low bidder are inferior.

Solicitor Bassi recommended that the bids for Lumber be awarded to the
following vendors for the per unit costs submitted in their bid proposals:

Solicitor Bassi recommended that the bids for Printed Forms continue to be
tabled for review.

NEW BUSINESS
Chief Clerk requested authorization to advertise for bids for County Tax
Information System Software, Hardware and Support Services. It was noted that the
software and hardware would replace the systems currently running on the existing
Burrough B1855 computer system which was purchased in 1979.
Moved by Mr. Petrosky, seconded by Mr. Mascara, authorizing the Chief Clerk
to advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval a
Provider Agreement with Lena Mae K-Byrd of Donora, Pennsylvania, in connection with the
LMA Day Care Program.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Provider
Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval the
following items relative to the Children and Youth Program:
1. DPW Grant Application in the amount of $72,545.00 for
the Title IV-E Independent Living Program
2. Purchase of Service Agreement with Try -Again Homes,
Inc., in the amount of $57,200.00 in connection with
the Title IV-E Independent Living Program
3. DPW Grant Application in the amount of $192,720.00 for
the Family Preservation Program
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Grant
Applications and Purchase of Service Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval a
Request for Waiver to be submitted to the Pennsylvania Department of Health, Office of
Drug and Alcohol Programs, to permit one hour per week (instead of two) of individual
therapy as the requirement for the Intensive Outpatient Program.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving submission of the
Request for Waiver as per above.

Chief Clerk presented to the Board for their consideration and approval a
Maintenance Agreement with Copy World of Pittsburgh, Pennsylvania, for the purpose of
providing maintenance for the Model 7350 duplicating machine located in the Clerk of

Courts Office. It was noted that this agreement increases the cost of maintenance from
the current agreement of $.01 per copy to $.011 per copy.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Maintenance
Agreement as per above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval
requests from the following funeral homes for burial expense reimbursement:
1. William G. Neal Funeral Homes, Ltd., of Washington,
Pennsylvania, for burial of Sandra Stokes - $300.00
2. Hayden Funeral Home of Burgettstown, Pennsylvania, for
burial of Patricia L. Warrick - $300.00
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving payment of $300.00
to each of the funeral homes listed above; this action being in accordance with Section
2166 of The County Code.

Chief Clerk presented to the Board for their consideration and approval Rate
Adjustment Notices from Blue Cross/Blue Shield of Western Pennsylvania relative to the
monthly premium rates for the contract period beginning January 1, 1992, and ending
December 31, 1992. The monthly premium rates are as follows:
