PALUSO, COMMISSIONERS _ Minute No. 375 Washington County Commissioners Washington, PA, December 5, 1991 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Francis Pettit, Executive Assistant; Dave Suski, JTPA Director; Bill Prentice, Property and Supplies; Coroner Jackson; Duane Kavka, Director of Human Services; Terri Rae Bartosh and Colleen Martos, Highway Safety Program; Bill McCready and Sandra Sawhill, United Way; Floyd Laubham, Planning Commission; Cathy Caldwell, WKEG; Jennifer Lyons, Herald Standard; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; and Ray Williams of Bentleyville. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 374. written. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 374 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Mascara read a Proclamation declaring the week of December 7-13, 1991, as "Drunk and Drugged Driving Awareness Week". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Terri Rae Bartosh, Coordinator of the Highway Safety Program. Duane Kavka, Director of Human Services, recommended the Board's approval of an Agreement with the United Way of Washington County for a centralized and coordinated volunteer recruitment and placement program for human service organizations located in Washington County. The term of the agreement is January 1, 1992 through June 30, 1992, at a cost not to exceed $15,000.00. Bill McCready, Executive Director of the United Way, briefly commented on this program. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement with the United Way of Washington County as per above. PALUSO, COMMISSIONERS - _ .., OLD BUSINESS Solicitor Bassi recommended that the bids for Printed Forms be awarded to the following vendors for the "per lot" costs submitted in their bid proposals: Badzik Printing Service, Donora, PA Consolidated Business Forms, Pittsburgh, PA Five Thousand Forms, Inc., Fogelsville, PA Garlit Industries, Morrisville, PA Hudson Business Forms, Pittsburgh, PA Lydic Printing, Washington, PA Moore Business Forms, Pittsburgh, PA Rainbow Graphics, Meadowlands, PA Reynolds & Reynolds, Uniontown, PA William Penn Printing, Pittsburgh, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Solicitor Bassi recommended that the bids for the Microfilming of Records for the Register of Wills Office continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Washington County Health Center Laundry Ventilation Modifications continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a recommendation from Dr. Barry Parks, WCHC Administrator, to increase the private pay per diem rates as follows, effective February 1, 1992: Skilled Care Semi -Private Private 101 106 CURRENT PER DIEM RATE Heavy Care Intermediate Semi -Private Private 101 106 Intermediate Care Semi -Private Private 72.50 97.50 Skilled Care Semi -Private Private 124 129 Heavy Care Intermediate Semi -Private Private 124 129 Intermediate Care Semi -Private Private 106.00 111.00 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving an increase in the private pay per diem rates for the Washington County Health Center as per above, effective February 1, 1992. Chief Clerk presented to the Board for their consideration and approval an Agreement with Associates for Behavior Change of Pittsburgh, Pennsylvania, for the provision of psychological consultation services at the Washington County Health Center at a cost of $40.00 per hour (not to exceed 300 hours per year). Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Provider Agreement with Cindy Tomsic of Canonsburg, Pennsylvania, in connection with the LMA Day Care Program. The term of the agreement is December 1, 1991 through June 30, 1992. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Provider Agreement as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with Debra Miller of Washington, Pennsylvania, for the provision of typing, data entry and format development services for the Emergency Services Department at a cost of $8.00 per hour (not to exceed 100 hours), effective December 9, 1991. above. Chief Clerk presented to the Board for their consideration and approval an Agreement with Lanier Worldwide for the purpose of leasing a copier for the Washington County Drug Enforcement Unit. The agreement would be for a period of 36 months at a cost of $60.49 per month, which includes all copies, parts and labor. Chief Clerk presented to the Board for their consideration and approval a proposal submitted by Contract II of Cheswick, Pennsylvania, for the purpose of making a preliminary analysis of the Domestic Relations Office in regard to an in-service training program. This preliminary evaluation would also include the development of a proposal to evaluate and make recommendations for the improvement of File Maintenance and Management, Case Review and Hearing Scheduling. The proposed cost would not exceed $1,000.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal as per above.
