Washington County Commissioners
Washington, PA, January 6, 1992
Frank R. Mascara, Metro Petrosky, Jr., and Joseph A. Ford, elected County
Commissioners of Washington County, Commonwealth of Pennsylvania, at the Municipal
Election held on Tuesday, November 5, 1991, met in the Public Meeting Room of the
Courthouse Square Office Building, Washington, Pennsylvania, at approximately
11:10 a.m. on Monday, January 6, 1992, in compliance with the provisions of The County
Code, Article V, Sections 502-503-504, for the purpose of organizing the Board of
County Commissioners in order that each Commissioner could assume the responsibilities
of their respective offices; their required bonds having been approved and filed with
the County Controller and the oaths of office of the said County Commissioners
subscribed to before the Court of Common Pleas at 10:00 a.m. on Monday,
January 6, 1992, and filed with the Prothonotary as required by the Act of Assembly.
Also being present were: Chief Clerk Dallatore; Melvin B. Bassi, Solicitor;
Lou Lignelli, Director of Administration; Controller Belcastro; Kathy Emery, Assistant
County Solicitor/Personnel Director; Duane Kavka, Director of Human Services; Floyd
Laubham, Planning Commission; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -
Reporter; Jim Jefferson, WJPA; Joe Smydo, Pittsburgh Press; and family members and
friends of Commissioner Mascara.
Meeting called to order by Temporary Chairman Frank R. Mascara who declared
nominations open for the position of Chairman of the Board of County Commissioners.
Moved by Mr. Petrosky, seconded by Mr. Ford, nominating Frank R. Mascara as
Chairman of the Board of County Commissioners for the next four years.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Moved by Mr. Mascara, seconded by Mr. Ford, nominating Metro Petrosky, Jr.,
as Vice -Chairman of the Board of County Commissioners for the next four years.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Moved by Mr. Petrosky, seconded by Mr. Ford, reappointing Christine S. (Tina)
Dallatore as Chief Clerk to the Board of County Commissioners.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Moved by Mr. Petrosky, seconded by Mr. Ford, reappointing Melvin B. Bassi as
County Solicitor.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.

MEETING DATES AND TIMES
Moved by Mr. Petrosky, seconded by Mr. Ford, that the regular meetings of the
Board of County Commissioners be held at 10:00 a.m. on Thursdays in the Public Meeting
Room of the Courthouse Square Office Building; and that the Agenda Meetings be held at
10:00 a.m. on Wednesdays in the Seventh Floor Conference Room of the Courthouse Square
Office Building, Washington, Pennsylvania.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
DEPOSITORIES
Moved by Mr. Ford, seconded by Mr. Petrosky, that the following banking
institutions and trust companies be designated depositories for all County funds:
Pittsburgh National Bank
Integra Bank
Mellon Bank, N.A.
Union National Bank
Three Rivers Bank
Gallatin Bank
Equibank
Community Bank
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
BOARD OF ASSESSMENT APPEALS
Moved by Mr. Ford, seconded by Mr. Petrosky, reappointing Lou Lignelli and
Tom Cox and appointing David Martino as members of the Board of Assessment Appeals.
NOTE: Lou Lignelli serves without any additional compensation.
Roll call vote taken:
Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chairman Mascara welcomed Commissioner Ford to the Board.
There being no further business, Chairman Mascara declared the meeting
adjourned at approximately 11:15 a.m.
