PALUSO, COMMISSIONERS Minute No. 380 Washington County Commissioners Washington, PA, January 9, 1992 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Ford. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Kathy Emery, Assistant Solicitor/Personnel Director; Lou Lignelli, Director of Administration; Linda Hands, Clerk -Steno II; Francis Pettit, 911 Coordinator; Dave Suski, JTPA Director; Bill Prentice, Property and Supplies; Duane Kavka, Director of Human Services; Barb Davis, Administrative Assistant; Mary Helicke, Executive Secretary; Debbie DeStefano of Aging Services; Cathy Caldwell, WKEG; Chris Enzerra, Herald Standard; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Joe Smydo, Pittsburgh Press; Pat Altiero, former employee; and various bidders. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 377. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving Minute No. 377 as written. Roil call vote taken: Mr. Ford - Abstained; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried. (NOTE: Commissioner Ford abstained due to the fact that he was not a Board member at the time of the December 19th meeting.) Chairman Mascara noted that approval of Minute Nos. 378 and 379 would be held in abeyance. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Provider Agreement with United Cerebral Palsy of Southwestern Pennsylvania in connection with the LMA Day Care Program. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Provider Agreement as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Mental Health Association in the amount of $277,614 for the new residential program of the Washington -Greene MH/MR Program, which is a result of new funds received in connection with the Woodville Hospital closure. It was noted that these funds are 100% State funded and require no County match. The term of the agreement is from January 1 through June 30, 1992. Chief Clerk presented to the Board for their consideration and approval an Agreement with Try Again Homes, Inc., for the provision of outpatient drug and alcohol free treatment services. The total cost of the agreement will not exceed $28,600 for the period of January 1 through June 30, 1992. It was noted that $18,000 would be provided through the Children and Youth Agency and $10,600 through the Drug and Alcohol Program. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution indemnifying the Pennsylvania Department of Transportation from any liability in connection with any possible claims that may occur relative to the variance from the normal width requirements (one -lane as opposed to two -lanes) for the Amos Bridge (Pigeon #34) located in North Bethlehem Township. Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the Resolution as per above. REMARKS: It was noted that the cost of a new one -lane bridge was estimated at $39,357.00 and the cost of a new two-lane bridge was estimated at $152,519.50. The County's share of the total project costs would be 20* (Liquid Fuel funds) and the State's share would be 80%. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for gasoline. Moved by Mr. Petrosky, seconded by Mr. Ford, authorizing the Chief Clerk to advertise for bids as per above. REMARKS: Chairman Mascara noted that the County will be going to the card control system for the purchase of gasoline which will exempt the County from having to pay State taxes. Chief Clerk presented to the Board for their consideration and approval Agreements with the following attorneys to serve as solicitors for the respective row offices at the annual compensation of $2,400.00, payable at a monthly rate of $200.00, effective January 6, 1992: Row Office Treasurer Attorney Frank Roney, Jr. (former agreement was with Frank Roney, Sr.) above. Prothonotary Coroner Blane Black of the law firm of Marcus and Black Clark Mitchell Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreements as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Agreements with Attorneys Francis Sichko and Christopher Blackwell to serve as criminal conflict attorneys at the annual compensation of $17,500.00, payable monthly at the rate of $1,d58.33, effective January 1, 1992. It was noted that there had previously been three agreements at $16,000.00 each, but in an effort for the Court to cut costs and help balance the County's budget, the number of contracts was reduced to two, effectuating a savings of approximately $13,000.00. The contract not being renewed was with Attorney Scot Curran. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the criminal conflict attorney agreements as per above. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Dr. Dennis Davis as Medical Director of the Washington County Health Center. The Addendum provides for an increase in compensation from $250.00 per week to $310.00 per week, effective January 1, 1992. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Carole Beck for the provision of court reporting services for the Coroner's Office. The Addendum provides for a rate of $2.00 per page for transcripts and the payment of $75.00 per day to fill in for the Coroner's Secretary, not to exceed twenty days per year, effective January 6, 1992. above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Addendum as per Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. n C J Agreement with Dr. Joseph M. Edelstein of Pittsburgh, Pennsylvania, for the provision of forensic services for the Coroner's Office at the following rates: a. $400.00 for each autopsy and protocol; b. $50.00 for each appearance at a Coroner's inquest or at a magistrate's hearing; C. $250.00 for each court appearance; d. Mileage at the rate of 21-1/2 cents per mile. It was also recommended that the Board ratify actions taken by Coroner Warco that were necessary as a result of two recent emergency deaths that required autopsies for which the Coroner directed Dr. Edelstein to do in the interim. REMARKS: Chairman Mascara noted that this agreement is similar to the one that the County presently has with Allegheny County and that the Coroner is working on developing other options for the provision of forensic services, such as one with Washington Hospital. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the Agreement with Dr. Joseph M. Edelstein as per above and ratifying actions taken by Coroner Warco that were necessary as a result of two recent emergency deaths that required autopsies; and authorizing payment of all invoices related thereto. Chief Clerk presented to the Board for their consideration and approval a rate adjustment to the Unisys 5000 maintenance contract from $1,734.71 to $2,030.29 per month, effective February 1, 1992. per above. Moved by Mr. Petrosky, seconded by Mr. Ford, approving the rate adjustment as Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Proclamation designating January as "Volunteer Blood Donor Month". Moved by Mr. Petrosky, seconded by Mr. Ford, adopting the foregoing Proclamation. Roll call vote taken: Mr. Ford - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Grant Award from the Pennsylvania Commission on Crime and Delinquency (PCCD) in the amount of $51,868.00 (representing 75% of the total costs) for continuation and expansion of the Electronic Monitoring Home Detention Program for calendar year 1992. It was noted that this program is a part of the County's Alternative Punishment Program. The County's share of this particular grant will be $17,289.00, or 25%. Chief Clerk presented to the Board for their consideration and approval a proposal from Professional Risk Management Consultants of Pittsburgh, Pennsylvania, to prepare a feasibility study for funding for workmen's compensation. The fee for the feasibility study will not exceed $4,000. Moved by Mr. Petrosky, seconded by Mr. Ford, accepting the proposal as per above. REMARKS: It was noted that one possible solution to curtail workmen's compensation costs would be for the County to become self -insured; and that a similar move enabled Greene County to reduce its claims from $800,000 to $420,000. Chief Clerk presented to the Board for their consideration and approval the following travel request: (0) 1. Stan Rockovich of Adult Probation to attend a lecture on "Crime and Punishment" at Carnegie Mellon University on January 18, 1992 (0) Required Moved by Mr. Petrosky, seconded by Mr. Ford, approving the foregoing travel request and authorizing payment of all necessary expenses related thereto. REMARKS: Chairman Mascara noted that the Commissioners will be issuing a memorandum to elected officials and department heads notifying them that the Board will be scrutinizing all travel requests and only those requests that might jeopardize funding will be approved, unless some other justification is provided.
